That's called multiplicative (pact) or additive (flat) percentages. In this case, it's additive: if it was 0.5% (x10) means 5% total; if it was 1% (x10) means 10% total.Multiplicative wouldn't make any impact whatsoever in this case because the base chance is too low, e.g.: 0.1f -> 0.11f / 0.5f -> 0.55f.

I know the wording was "UP TO 10x," but I think most folks went into this expecting 1% mounts like Invincible/Mimiron's Head/basically any instanced raid boss mount to be a literal 10% droprate.5% flat is still a big buff and still addresses the 1/200 dungeon mounts from the BFA dungeons (this is quite literally 10x for those), but there's still plenty of room for some really egregious bad RNG streaks at 5%.
Since it says pre-dragonflight mounts and not specifically dungeons and raids, I wonder if this also means it'll affect island expedition and world boss mounts?
