This is no longer available because it is an old version of a holiday item. In 5.3.0 the new and improved version is 深冬之寒罩氅 (ilevel 480, item number 95428).

This older version at ilevel 353 (item number 69768, 深冬之寒罩氅) and the current one (number 95428) are technically different items with the same names but different item numbers and statistics (and different pages/entries on Wowhead). There are other old versions: ilevel 232 (item number 54804, 深冬之寒罩氅) and ilevel 110 (item number 35494, 深冬之寒罩氅). Probably in future years there will be even newer ones.

Presumably, Blizzard does this so that they can upgrade the rewards from holiday quests/bosses to keep up with current player power so the rewards stay worthwhile. By creating what the computer sees as a new item (new number) this means that players who have the older, obsolete version of the item from previous years have to go out and enjoy the challenge of getting the new version (keeping their oringal items unmodified).

This can make it tricky to navigate something Wowhead because you have to make sure you're on the page for the right version of the item, quest, npc, etc. that you want (sometimes you want the other versions). The item number (quest number, etc) can be found buried in the URL of the Wowhead page although you may have to learn the art of extracting it. For example, right now I'm visiting page: https://www.wowhead.com/mop-classic/item=69768#comments which is the comments tab for item number 69768.

this has less than 5% drop chance , I have seen in 10-15 runs only the str cloak, both the tanking/dps ones .
