This skill seems underrated.. If u look close enough.. you will notice that it's Elemental damage which means it's considered fire, frost or nature damage.. so it will probably ~~benefit from Stormstrike critical chance~~ and will be instant with Maelstrom Weapon! Also the SP scaling is huge (4,036 + 181.1% of SP) According to mmo-champion
It will also benefit from Enhancement mastery and gives u high crit, mastery or haste rating! now what do u want more from a single talent?

Edit: It will not benefit from Stormstrike extra crit chance since it says "an additional 25% chance to critically strike that enemy with your Lightning Bolt, Chain Lightning, Lightning Shield, and Earth Shock spells for 15 sec." So i guess it wont unless they change it.

So I guess this will work out with Maelstrom Weapon as it is at the moment of posting..? Would be pretty awesome for enhancement with the mastery boost. The spell's various schools do include Nature (which is a requirement for Maelstrom Weapon to apply) along with Fire and Frost, so it should work, but can't say for sure.

Only time will tell, I suppose.

Which of the stats you get is random and not which of your stats is the highest.

It does work with stacks of Maelstrom Weapon.

Maybe the Elemental Blast is a good choice for PVP Restoration Shamans, since it deals a high amount damage with no mana cost at all.

This looks like a very decent choice for an Elemental shaman as well. Would give us a new spell out of the simple LB and LvB spam. Although crit has always been pretty lackluster for elemental (compared to haste and mastery anyhow) This also has a chance to increase mastery or haste as well. I do wish this was effected by our mastery, but oh well. Beggars can't be choosers.

Affected by both Maelstrom Weapon and Unleash Flame.

It doesn't benefit from Stormstrike, but then, it does far more damage than Lightning Bolt as is and you've got Earth Shock to take advantage of Stormstrike.

As of the launch of Mists of Pandaria, Elemental Blast is one of the new tier 6 and level 90 talents, of the expansion for the Shaman class:

Base cast time: 2 seconds (The same as Lightning Bolt when Elemental specced. Otherwise Lightning Bolt is 2.5 seconds).
Cooldown: 12 seconds.
Buff Duration: 8 seconds (66,66% uptime if cast on cd reset (8/12*100)).
Global Cooldown: Yes (1,5 sec).
Range: 40 yards (Standard for most offensive spells when specced as Elemental because of Elemental Reach. Otherwise standard is 30 yards).
Damage type: Elemental (Fire, Nature AND Frost).
Abbreviation: EB

3500 Agility @ 90 = 7.350 Attack Power and 2,92% Crit.
3500 Crit @ 90 = 5,84%.
3500 Haste @ 90 = 9,08%.
3500 Mastery @ 90 = Elemental: 11,67% to Mastery: Elemental Overload.
3500 Mastery @ 90 = Enhancement: 11,67% to Mastery: Enhanced Elements.
3500 Mastery @ 90 = Restoration: 17,50% to Mastery: Deep Healing.

Which stat is chosen is completely random. It is NOT necessarily the highest one.
It deals 4.372 to 5.079 (+211,2% of Spell Power) as "elemental damage" @ level 90
(2nd highest scaling damaging spell for Shamans is Fulmination with 210% of Spell Power (7x30%).
It is considered a Fire, Nature AND Frost spell (You will be locked out of all 3 schools if interrupted).
The Nature part of this spell is NOT considered to be Lightning (And is therefore not part of passive abilities like Rolling Thunder).
The spell effect that appears in the caster's hands when casting Elemental Blast is Frost.
There are 3 seperate buffs (even though they are not on WoWhead): "Mastery increased by 3500", "Critical Strike increased by 3500", and "Haste increased by 3500".
There are 6 elemental types of damage in the World of WarCraft. 3 of which are included in this spell (Fire, Frost, Nature, Shadow, Holy, and Arcane).
All tooltips affecting and affected by Elemental Blast will only update,and thereby including Elemental Blast in the tooltip, once you have actually learned the spell.

Pros:

It has no mana cost!
If Grounded, the totem will only "eat" 1 out of the 3 projectiles.
It is affected by the Stormstrike-debuff (As of Patch 5.4).
It can be affected by Maelstrom Weapon.
It can be affected by Unleash Flame.
It is affected by Ancestral Focus.
It can be affected by Ancestral Swiftness.
It is affected by Spiritual Insight (Resto) (The tooltip updates once you learn EB).
It can be affected by Ancestral Guidance.
It can proc Echo of the Elements. (Roughly 6% proc chance).
It can proc Elemental Focus (Clearcasting).
It is affected by Mastery: Enhanced Elements.
It is affected by Conductivity (The tooltip updates once you learn EB).
It can proc Mastery: Elemental Overload. (The tooltip updates once you learn EB).

Cons:

It is NOT affected by Elemental Reach.
It is NOT affected by Shamanism.
It is NOT affecting Rolling Thunder.
The 8 second buff, Elemental Blast, is a Magic effect, and can therefore be dispelled or Spellstolen.
Only one buff of Elemental Blast can ever be achieved at the same time, since the buff is shorter than the cooldown.
Echo of the Elements normally have a 30% proc chance as Enh, but Elemental Blast is an exception. It only has a 6% proc chance as Enh.
Getting interrupted will lock you out of all 3 spell schools (Fire, Nature and Frost).
Procs that are from Mastery: Elemental Overload or Echo of Elements CANNOT trigger the Elemental Blast buff.
Mastery: Elemental Overload and Echo of Elements CANNOT proc off themselves. They CAN proc each other, however!

What does "Elemental damage" actually mean in terms of damage?
If the target has resistance to, let's say Fire, then your Elemental Blast will still do full damage to the target, since the spell also deals the damage as Frost and Nature (also known as "Elemental damage").
The target will need to have resistances to all 3 schools in order to reduce the damage. Even if the target have resistances to all 3 schools, Elemental Blast will still do damage equal to the lowest amount of resistance, and thereby always do the maximum amount of damage.
The target would always need to increase his / hers / it's resistances to the same amount, in order to secure that amount of damage reduction versus Elemental Blast. It is important to note that Elemental Blast is not one of the three elements, but all three of them.

Can deliver huge damage in PvP when it crits but it should be used with care since interrupted it will lock you out of all 3 spell schools.

As far as I can tell, when Elemental Blast echoes via. Echo of the Elements, it does NOT give you an additional +3500 stat buff, presumably because it duplicates the spell and therefore gives you the same stat buff.

For enhancement pvp you really have just two choices on the final talent tier: Unleashed Fury or Elemental Blast

EB is arguably not a great talent for pve, however as I participate mainly in pvp I have found that EB is currently a solid choice for enhancement shaman. The main benefit that UF offered shaman was the 3 second speed boost when using Unleash Elements, however with frost shock already on the target you can slow them to 70%, which along with the glyphed ghost wolf makes up for any mobility issues. EB also gives you strong ranged attack that crits well over 100K if you are using the flametongue imbue.

In BGs and RBGs I would recommend EB. I have noticed an average DPS improvement of 3K in pvp. That is based on actual data gathered with recount in real pvp situations - obviously highly variable - but as a player I am fairly consistent in the DPS I am able to put out so I can say that the burst offered by EB is worth considering over the slight DPS boost offered by UF.

Finally, I'll give you an EZ setup tip - make a macro for EB with Lightning Bolt like this:

This will allow you to use one button and always have EB ready to go when it's up, or LB if it's on CD.

Im a bit surprised there is not a comment here about the use in resto. I can't talk for pvp, but as far as a pve setting goes this spell is an amazing tool. think of it as a free trinket every 12sec, and I do indeed mean free. This spell costs no mana in resto and as long as you take care not to become reliant on it to be up every CD the cast time should not be an issue. While mastery can be a "meh" stat due to our preferred cap being so low, crit and haste are a welcome boosts especially when used just before a large damage spike raidwide. when used in tandem with another CD this ablity is fantastic. Bear in mind there will always be times it is not ideal. fury and primal are both outstanding talents and all three should be taken into account for planning your role in every encounter.

This spell really needs to be a baseline spell for Elemental shamans. I was quite bored with how Elemental played until I was finally able to get this spell at 90.
