These are also arguably the best legs available to an enhancement shaman pre raiding. Nice rounded stats with a little emphasis on agility to up the crit which is very welcome.

The mats to make these are pretty easy to get hold of, a few hours spent grinding the eternals and leather, then run a few heroics (and fill in other gear slots in preparation for raiding) to get the frozen orb and you are set. The only difficulty at this early stage in wotlk is finding a leatherworker who has the pattern. so far I have found that the majority of leatherworkers on my server are druids who will understandably be prioritising leather gear before buying any mail gear recipes.

EDIT in response to the below posts regarding reaching the hit cap:
It is very possible to reach the hit cap without legs which have sockets khrone, here are some items you can get pre raid to help:

Gloves:
40 hit rating + red socket: Grips of the Beast God dropped from Gal'darah <High Prophet of Akali> in heroic Gundrak
26 hit rating: Tear-Linked Gauntlets from Svala Sorrowgrave in normal Utgarde Pinnacle

Chest:
28 hit rating: Linked Armor of the Sphere drops in normal mode Halls of Stone from the "Brann Bronzebeard" event.

Feet:
26 hit rating: Dragonstompers made by leather workers.

Head:
52 hit rating: King Dred's Helm from heroic Drak'Tharon Keep dropped by King Dred
35 hit rating + red socket: Headguard of Westrift dropped from the chest spawn after killing Ley-Guardian Eregos in normal The Occulus

Shoulders:
46 hit rating: Spaulders of Lost Secrets from a quest reward for the "Brann Bronzebeard" event in normal Halls of Stone
33 hit rating: Massive Spaulders of the Jormungar drops from Gortok Palehoof in heroic Utgarde Pinnacle

Waist:
43 hit rating: Sovereign's Belt drops from King Ymiron in heroic Utgarde Pinnacle
38 hit rating: Ranger's Belt of the Fallen Empire from the quest Gal'darah Must Pay completed by killing (amazingly enough) Gal'darah <High Prophet of Akali>

Wrists:
18 hit rating: Raging Construct Bands in heroic mode Halls of Stone from the "Brann Bronzebeard" event.
34 hit rating: Eaglebane Bracers from leather workers.

I have not even included a single item purchasable via Emblems of Heroism.

Enchants:
2 x Enchant Weapon - Accuracy
1 x Enchant Gloves - Precision
1 x Enchant Boots - Icewalker

Could use 2 x Titanium Weapon Chain if you are strapped for cash.

And if you are desperate for that last bit of hit, you could use Arcanum of Ferocity although obviously there are much better choices out there.

Gems:
I've listed the epic versions, but these are available in rare and uncommon flavours as well, and at this stage in wotlk its a lot more likely you might only socket pre raid gear with rare gems, the +hit and +expertise gems are particularly attractive.

So... Please do not downrate my comment regarding these being rather nice pre raid enhancement shammy legs due to the lack of +hit or sockets. It is very possible to reach a high hit rating while still using these legs, all of the gear and enchants listed are exactly the kind of items you will be looking to gear up with pre raid anyway.

Also, it is a debated issue as to how much +hit enh shammies should have at the moment. Used to be that having enough +hit to reach the yellow damage cap was considered enough, with any more being a welcome bonus, but now blizzard are pushing enhancement shamans into doing a bit more spell damage its hard to find the right balance. You would be unnecessarily gimping yourself if you try and hit the full spell hit cap without taking into consideration other bits of gear. Unlike some other classes, 1% does not, by a long way, continue to equal 1% damage until it is capped.

Not sure what your percentages are about, but only because these legs do not have sockets, does not mean you will not be able to get 296 Hit Rating as the hit cap to overcome 9% miss chance for level 83 bosses at level 80. There are plenty of options in other slots. Especially melee weapons seem to offer a good amount of Hit Rating for a hunter. For instance, dual-wielding the easily craftable Savage Cobalt Slicer with each a new and easy to craft Titanium Weapon Chain will net you a whopping 114 Hit Rating alone.

Also, speaking from a hunter's perspective, there is the talent Focused Aim which will reduce your miss chance by 3% already. With it, a hunter will only need 195 Hit Rating. There may be a similar talent for shaman.

These are great entry-level raid legs than come together with their companion bracers. Think of the Ebon Netherscale Armor set at the start of BC. This is the WotLK equivalent.

UPDATE:
Meanwhile, it has been established that you need to cap Hit only to overcome an 8% miss chance versus level 83 bosses at level 80. So you only want 263 Hit rating, especially as a Hunter. As in regards to the Focused Aim talent, it has been found to not benefit pets. This may be a bug, but currently it has lost a lot of its value. You rather wanna reach the Hit cap without this talent. Also, make sure you're always at 263 Hit rating or above, as pets will benefit in whole percentage point numbers only. So for instance, having only 262 Hit rating and -- because here fractions count -- being nearly fully capped as the Hunter, your pet will lose an entire percentage point of Hit chance.

Note also that Savage Cobalt Slicer will be nerfed somewhat come the next patch, as they've been simply too good for their item level.

The hit cap SHAMANS need to hit is around 450, spell hit cap. Khrone's post was a reply towards an enhance shaman post. Enhance shamans can't reach a talent for spell hit without sacrificing tons of dps.

From what I observed and what tooltip says https://www.wowhead.com/mop-classic/spell=30819 effects your spell hit. What I mean when I say tooltip says is its "increases your chance to hit", not melee chance to hit.

How does one find out more about the caps? While things like weapon and profession skill seem straightforward, I have no idea about things like hit, penetration, etc, so any input would be most helpful.
Thanks, and don't downrate a guy just because he's not steeped in it. There are probably more who are in my state than those who know the mechanics of the game by heart.
