This Mount will be rewarded for completing the Dungeon Acheivement Meta in Mist of Pandaria. Glory of the Pandaria Hero

But I have to wonder, why does Blizz always pick red mounts for Dungeon metas?

We already have:
Reins of the Red Proto-Drake for Glory of the Hero In Wrath
and Reins of the Volcanic Stone Drake for Glory of the Cataclysm Hero In Cataclysm
Now we got a third for Mists.

This mount was originally NOT going to be on the list of account-wide mounts in Mists of Pandaria. However, a decision was quite recently made to change this:

At this point, the only mounts that are not account-wide are either class specific or rewarded from PVP. We feel like both these types of mounts should still be character specific.

I raised my golden cloud serpent from the time it was a hatchling! I don't care if he's not red, I still love him! :)

You cannot use this mount until you have Cloud Serpent Flying, obtained from a quest line at Exalted with the Order of the Cloud Serpent.

Once one of your toons becomes Revered with the Order of the Cloud Serpent, you can purchase Grand'Encomio dell'Ordine della Serpe delle Nubi, which is very helpful for the 200% rep gains.

Huolon and Crimsonscale Firestorm dragons on the Timeless Isle also drop account bound Uovo di Serpe di Fuoco Vibrante, which, when turned after the Grand Commendation has been activated, are worth +2000 rep per egg. Since Huolon has roughly a 20% drop rate on the eggs, you can become exalted with the O.C.S. on a second toon fairly quickly without doing any of the dailies in the Jade Forest. However, you still have to do the introductory quests with the O.C.S. in order to turn in the Uovo di Serpe di Fuoco Vibrante, but those quests will take you fairly close to Honored. Once you reach Honored and have Grand'Encomio dell'Ordine della Serpe delle Nubi active, 16 Uovo di Serpe di Fuoco Vibrante are all it takes to reach Exalted.
