Based on available information regarding the upcoming patch 5.1, this appears to be one of the many consumable faction tokens that may be implemented to speed reputation gains for alts.

Pandaria has made the pain of rep grinds much more familiar than recent expansions, thanks to gating gear and rewards behind both level 90 and Golden Lotus - Revered.

This and the other tokens listed here may be Blizzard's method of doubling rep gain for alts once a character has earned revered with a faction.

How much these will cost, as well as other details, have not yet been released.

In my original message, reaching Revered with any particular faction on Pandaria would have triggered double reputation for all characters on the Battle.net account with that same faction. After testing this internally, we felt the "trigger" wasn't obvious enough so we decided to create an item that players can purchase which, when used, grants the user's account with the bonus."

New Grand Commendation items in Mist of Pandaria:

Alliance.

Horde.

Neutral (Both Alliance and Horde).

These Faction items are available for patch 5.1 except the Sunreaver and Krin Tor ones that are available for patch 5.2, you must be Revered with each faction if you want to buy this item.

Grand Commendation of Operation: Shieldwall is sold by the Operation: Shieldwall Quartermaster, Agent Malley, for 37g50 at revered, 35g at exalted with /// 42g50 at revered, 38g at exalted without . The Quartermaster is located in eastern Krasarang Wilds, at Lion's Landing, which appears after you complete the short quest chain beginning with Meet the Scout (or the horde version). This is an alliance-only item, as only alliance toons can gain reputation with Operation: Shieldwall.

NB: Although this particular item can only be purchased/used by an alliance toon, it supplies the reputation bonus for both the horde and alliance Krasarang factions. This means that if you've purchased a Grand Commendation of Operation: Shieldwall on your account, you don't need a Grand Commendation of the Dominance Offensive, and vice versa.

Grand Commendations becomes available for purchase at Revered reputation with a faction. The gain will affect that character's grind from Revered to Exalted as well as all future toons on that account (both factions, all realms, all battle.net accounts) for all rep levels, forever. The bonus stacks with both guild and human rep bonuses, doubling the amount of rep received after they are applied.

For example, a quest that gives a 250 base reputation gain (like this one) will give: 250 rep + 25 (guild) + 25 (human) = 300 rep * 2 (Grand Commendation) = 600 total rep

The item can be purchased and used more than once, but multiple uses will have no effect, so buyer beware. In order to see whether your account has a particular reputation bonus, open up the reputation tab of your character pane; reputations with the bonus will have a golden arrow on the right side of the reputation bar. Mousing over this golden arrow will reveal the text: "Bonus Reputation: Your account has unlocked bonus reputation gain with this faction." (updated for 5.2)

Once this item is purchased you must click on it to use it. You do NOT get the double rep by just having it in your bags.

For anyone wondering, this counts cross faction. I reached revered on my Human today and used this commendation, then when I did the dailies for my Horde character they were receiving the bonus reputation.

Sometime in Legion/BFA the gold arrow/icon showing your account had the commendation unlocked was removed. I am uncertain if this was intentional or an error, but I confirmed today (after much gold spent in vain) that my Exalted toon had indeed already purchased the Grand Commendation from the quartermaster for each of the Pandarian factions which sells the item. I removed all addons to confirm it wasn't a UI issue, but it is totally gone.

This commendation is still active (tested cross-faction on max and low-lv toons), it just doesn't show up for the player to see. Which is highly unfortunate given the tokens are re-purchasable and non-refundable. Re-purchasing and attempting to use the commendation causes a red error message to briefly flash in the center of the screen stating "Already commended by this faction". Players will thus need to keep manual track of these now in order to avoid losing gold.

I have left this same comment on the other Grand Commendation pages as well to help spread word of this situation.
