Based on talking to the C.H.E.T.T. machine after finishing my first list, the implication is that bringing 40 of these cards to it would allow you to do another list in the same week. However, I've found that the drop rate of these cards is insanely low, since I've only seen one (which dropped from a delve, not even Undermine) since Tuesday when I first finished the initial list. These may as well not exist at all unless that rate is adjusted.

EDIT: It feels like something was adjusted with these, as I now had 8 drop from a Sidestreet run today after not seeing a drop since weekly reset. I suspect the issue may have been that only Drill Sergeants were eligible to drop them, but now any humanoid mob in the Undermine delves (or at least Sidestreet Sluice) can drop them.

I was able to farm 40x of these through farming the Sidestreet Sluice delve on tier 1. They seem to drop from notable mobs within the delve such as the Drill Sergeant, sometimes 2x at a time. Upon turning 40x of these into C.H.E.T.T., another C.H.E.T.T. List is received.

The new C.H.E.T.T. List gives a new set of tasks.

FIXED: However, it already says 4/4 completed. It is not possible to complete any of these additional tasks. Bug report created as follows:

Unable to complete tasks from any additional "C.H.E.T.T. List" items received from the NPC "C.H.E.T.T." after turning in 40x "C.H.E.T.T. Card" items. The UI of the newly obtained "C.H.E.T.T. List" already shows 4/4 completed and the 'Complete' button does nothing when selected for any of the new tasks ready for completion.

Enemies in the Undermine delves have a higher droprate. Delve difficulty doesn't seem to affect the droprate, at least from my testing.

The Drill Sergeant mob is a great source that can drop 1-2 cards, as others have noted, and the Mr. DELVER variant of Sidestreet Sluice has one right at the entrance.

Ignore the delve objective, jump straight down the hole, kill the Drill Sergeant, loot, restart. On tier 1 difficulty, this loop is incredibly fast. It took me 1-1.5 hours to get 40 cards.

The elite Gallagio Security mobs outside of The Gallagio have a high drop chance for these green C.H.E.T.T. cards, Im getting like 1 card every 2-3 kills. Easier to farm than the sidestreet delve imo

As an interesting side note, I don't think cards drop for you if you have not yet turned in a CHETT List for the week. I was farming these mobs on reset this tuesday and got zero drops over 20 kills until I turned in my list and they started dropping again. I have also tested this in the sidestreet delve with my friend who had not completed a chett list for the week, I was getting cards from mobs and he did not get any drops until he turned in his list.

I just spent around 4 hours farming Darkfuse cartel Rep and Got 17 cards. So if you Farm This reputation too Its nice Bonus.

At least on the higher tiers (T10/11) underpin minions in Sidestreet Sluice seem to drop these 100% of the time meaning you can get 4-12 guaranteed per full clear depending on which types show up (The explosive allies come in groups of three so more of them is ideal).

Drop rate for these seems to have increased recently, it's much more common to get one from rares or just random mobs in Undermine.
And that's... not necessarily good news if it turns out they really expect us to complete 100 Chett lists and not do some kind of objective for becoming "Employee of the month".

In the last 2 days I have casually found 27 of these, prior to that I had 2 for the entire patch. Not sure if they increased the drop rate, or if the renown levels gave me more of a drop rate, but now players with minimal characters can still farm cards and CHETT lists easier.

It's still far better to have an army of alts at level 80, one list per week each and 500 free rep each week for just playing the game, but the drop rate increase is still welcomed.

I never got a single one of these until I had turned in two completed chett cards to the chett machine inside of the Incontinental Hotel, then they started dropping often.

These seem to be bugged for some people?
I have the achievement for turning the list twice but still they never drop, even after running 8 Sidestreet Sluices at the 11 difficulty and killing every single enemy I haven't got a single extra card to drop.

I think the optimal strat is to run T10-11 Sluice

I don't think tier difficulty actually affects the drop rate, but it seems like the Underpin minions have a much higher one than normal mobs and higher tiers spawn four of them. Tier 1 will only have the salvagers, though other mobs can drop them. That said, I pulled an entire T1 instance and got nothing

A T11 run netted me about 10-15 cards in ~10 minutes, so if you can do them easily, that's the right route

Edit: of note, the boss and any mini-boss does not drop any loot. So specifically, you should run these on T10, kill everything ignoring any objectives, and then leave. Repeat 3-4 times to get your 40 Cards in about half an hour

C.H.E.T.T. Card DOES NOT appear to drop if you have a C.H.E.T.T. List in your inventory.

It does not seem to matter if it's your first weekly C.H.E.T.T. List, or if you mis-clicked the dialog option and obtained another one. Don't ask me how I know. As long as it's in your inventory, C.H.E.T.T. Card does not drop.

So I was scratching my head as to why I had NOT received a SINGLE one of these all patch, even though yes I had earned the achievement for turning in 2 CHETT lists, and would complete my weekly list early in week and turn it in so was out of my inventory. Still I would not receive these. I figured it was a bug. On a hunch, I went back to the CHETT machine and clicked through all the dialogue options and I swear these started dropping after that. Maybe a coincidence but worth trying if you're having trouble looting these...Hate to think of how many of these I missed out on looting from doing the delve/open world if that was the case...

These seem completely non-cost-effective. It's much easier to get a CHETT List on an alt, and have them complete their list. If you have dozens of level 80 alts, and the patience of Job, you can do lots of lists in a week. Spending hours farming these cards to do a second list on your main is... inefficient. And crazy. :-)

I'm not sure if they've upped the drop rate recently but I've done Sidestreet Sluice 3 times today on level 8 and I've had 32 drop and believe me, this is totally not me being lucky because my luck in this game sucks badly

Edit: I can confirm that if you have an ACTIVE C.H.E.T.T. List in your inventory, the cards do not drop but the moment I handed it in, they started dropping again

I've a question, do these expire at reset or carry over?

Was able to farm a bunch of them from spamming T6 Sluice using a target macro and quickly stealthing to both Nem's which only takes a couple mins and knowing that there is going to be a doubling of rep in the next patch it would be nice to save them up until then.

My method to farming this at the moment is this:

go to the Sidestreet Sluice delve - I found the "All that glitters" version to be the easiest to do in a few pulls
set to Tier 10(I tried 11 and found I got the same amount of cards but may be RNG)
kill all of the underpin mobs
optionally finish the delve

I figured while I'm farming this I might as well get on with accumulating some undercoin, this particular delve has an easy end boss and practically finishes itself.

As an ilvl 664 DH tank I complete this delve in about 3-4 pulls in about 5 minutes and get around 11 cards each run. On top of all that you'll get some mats you can put on the AH for easy gold.

Pre-requisites : make sure you did your weekly free list and are able to have the cards drop- some people mentioned having handed in 2 lists for the achievement but I already did them 20 odd times so it's hard to verify!

I think the drop rate in delves has been stealth nerfed after this week's maint but I'm not certain.

I'm not sure what this one is for. I tried to turn it into the Chett Machine and I couldn't. Went to my cartel quartermaster for the week and nothing. Not sure what to do with it.

I spammed 5x Tier 1 Overcharged Side Street Sluice Delves and received exactly 0 CHETT Cards. I did a single Tier 11 Overcharged Side Street Sluice and received 21 of them.

Tier 11 becomes incredibly easy as you upgrade the Titan Console from the fragments you also get, especially when the boss is the gold pile which dies in a few hits.

ok now no one seems to be dropping them - new patch. Killed a bunch of rares, ran the delve - not a single drop.
