The vendor(Shady Dealer) for Hearthstone Wild Cards is standing on the bridge to the platform for Valdrakken.

The item is used to finish the quest Play Hearthstone!, just stand next to the Hearthstone table in the middle of the platform and use the bought item 5 times.
PS. Someone needs to be actively playing at the table you standing next to for the item to be usable.

In Stormwind you can buy them from the Shady Dealer at 33.73, 12.25 by a tree behind the hangar in the harbor.

For those wondering why you can get these dropped and what their actual use is:

They are wild cards to throw onto ongoing games of hearthstone.

I think, it's only minions (not spells). You add random minions to each side and can turn the tide in a very chaotic fashion. Especially if one side of the board is full and the other one isn't, you can help equalizing a bit.

Edit: It seems a general board wipe is also possible

As there is no reward attached to the games, I think it's a fun thing to do but besides that, it's useless, just for some funsies and for seeing which models/ cards exist.

Can be looted off of Dr. Boom during the Hearthstone event. Make sure to turn them into the Hearthstone tables when you are not in a raid group so you can get progress for Play Hearthstone!

The issues described in my original post have now been addressed by Blizzard via recent hotfixes. There is now gray loot on the table, players can receive single wild cards, the Traveler's Log task will now correctly advance, the portals spawn in every location every 30 minutes, and the Stolen Hearthstone Cards can be obtained from winning against another player on the Hearthstone Game Table toy, and will continue to be available even after the event is over. (I have archived the original post under the spoiler.)

Final update: I've gotten everything now (nine cards did it for me) but there is definitely something weird tied in to the loot table. Multiple players have been reporting that they have all the items, but despite killing Whizbang multiple times, they don't actually have the proper amount of credit towards the Traveler's Log task "Hearthstone's 10th Anniversary: Defeat Whizbang X amount of times". I myself only show that I've killed him 9 times, and I can confirm what others are noticing: If you get no loot you will advance on the kill count. If you get blue/epic loot, you get no credit for killing him. This is tied in to the loot table somehow but I couldn't begin to know why. Consolation prize maybe? Either way, seeing that maintenance is already done for the week, I don't think it's going to be fixed.

I've been keeping these in inventory instead of trashing/using them, ~~and ever since I got to the max stack (unique 10), every single drop has been a good one for me.~~ (This might be sheer luck, of course, but I've done this six times in a row now and the only things I have left to get are a few of the blue hearthstone cards for Hearthstone Card Collection, and the mount.)

Update #3: I realized I didn't have 10 on me, I had NINE. I think that had something to do with it, because when I saw I had only 9 cards, I deleted them and repurchased a full ten from the Shady Dealer. And that's when I stopped getting loot (as mentioned below in my old updates). I went back to NINE of these in my inventory again, and I still don't get wild card drops, but I DO keep getting blue and purple drops. My entire raid tried this twice in a row with great success, and nine cards seems to be the magic number, NOT ten (which is the max you can have in inventory). I don't know why this works, but it can't possibly be a coincidence, because before doing this I had 4 out of 5 drops all give me green cards. While having nine cards, I have had zero greens drop, and I have had 11 out of 11 drops result in blues/epics. (Sorry for the confusion!)

Update #4: Still working after maintenance, I'm at 14 out of 14 blue/epic drops while having nine cards in inventory. This seems to work every time without fail. I have read in some discords that if you have an unopened Stolen Loot card on any of your characters, that can cause the "no loot" bug... so if you use LFG to catch multiple portals, make sure you're opening and then using the card item to avoid the bug.

If you don't have any of the wild cards on you, just go to a Shady Dealer and buy some of them before the portal event begins. If you have over 5 of them on you, you'll have to delete them or use them before you can see any available for purchase, since they are only sold in stacks of 5. (And then be sure to delete one of them if you need to, so that you will end up with nine. I don't know why nine works, but it does.)

Update #1: I've had one instance where I thought I received no loot, and ended up getting the Collector's Carryall in my mailbox a short while later. I'm not sure if having these cards at max had something to do with it or not, but just in case this happens to you, it's worth relogging and checking the mail after about 30 mins.

Update #2: I've also had two additional instances where I've gotten no loot and didn't get anything in the mail, which might mean that the earlier missing loot drop that was mailed to me was due to a bug. Either way, I'd rather get no loot than have to keep deleting these green cards over and over and over.

Getting no loot or getting these as the only loot at times. "Feels Bad Man" indeed.

Blizzard could have at least tossed in duplicate HS toy cards at times to make when either these drop or no loot drops to make it feel like 'well I tried and got something'.

I honestly have to check to see if I didn't click to loot or if there is in-game mail with real loot. Sadly, no. Just these or no loot many times.

The mount would be nice. Or a bag. The transmog items were nice I suppose but the two I really want and then it's these green card vendor junk drops instead. Bleh.

From what has happened for me AND also what people are also saying from their experiences here:

It appears that having the wild cards at 10 in your inventory may be a real problem for loot tables. This could be a bug. Spend them at the hearthstone tables to get rid of them even after you have already used them to complete the quest. I always use all my wild cards and never have any on me now.

The drops are all percentage-based. It is possible to have multiple runs and not get something. Other than the possible bug above, this is absolutely normal for WoW.

None of the drop chances but the achievement or quest-based items (such as the red firey horse and hearthstone table) are guaranteed. Before getting all of the items, I got a drop on average about every second or maybe the third time I ran through it. Sometimes more, sometimes less.

The bag for example is a 10% drop reported here on wowhead which seems accurate. At this time it shows about 500 drops per around 5000 Dr. Boom kills. I got it on 2 characters at this point.

Note: The wildcards appear to have some minor use for people who want to play the hearthstone game in warcraft after the initial quest is finished. Playing one card while standing at a table seems to get you next in line to play at that table. The initial quest is the only thing that they are really needed for however. According to the wowhead stats right now they have an 88% drop chance, which seems about right. If you have that max of 10 cards no more should drop for you.
