This fish is related to part 2 of the secret fish achievement series, Secret Fish and Where to Find Them.
To start this you'll need to complete part 1.

The goggles:
With the Secret Fish Goggles buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.
1. Camouflaged Snark
2. Deceptive Maw
3. Inconspicuous Catfish
4. Unseen Mimmic
5. Very Tiny Whale
6. Collectable Saltfin
7. Travelling Goby
8. Invisible Smelt
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Rotted Blood Cod - Nazmir, Zul'Nazman.
10. Jade Story Fish - Jade Forest.
11. Thunderous Flounder - Isle of Thunder.
12. Kirin Tor Clown - Dalaran (Broken Isles/Northrend).
13. Mechanized Mackerel - Mechagon.
14. Queen's Delight - Nazjatar.
15. Ancient Mana Fin - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Prisoner Fish - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Barbed Fjord Fin - Howling Fjord.
18. Dead Fel Bone - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortollan Tank Dweller - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Thin Air Flounder - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Well Lurker - Mount Hyjal, in the lake under Nordassil.
22. Drowned Goldfish - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Thin Air Flounder, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Elusive Moonfish - Night only. 9:30pm to 8am.
24. Golden Sunsoaker - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. Veiled Ghost
26. Deadeye Wally
27. Quiet Floater
28. Spiritual Salmon
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. This zone has ghost flying and if you stand on the edge of the island the fish will spawn in an arc around your character, shown here in green: https://i.imgur.com/vrIYGgB.jpg

The buffed:
29. Green Roughy - Requires the Painted Green buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Green Paint Filled Bladder at you. (Credit to Sishrot).

The sporadic:
30. Displaced Scrapfin - Can be caught in the "future" version of Mechagon that Chromie sends you to for the quest The Other Place. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

Finally caught this guy at Kaskala, Borean Tundra (63.87, 47.80), was the last one for the achievement.

Based on jmenagh's suggestion, I originally caught this in Borean Tundra. To my surprise, I later caught it in two different time-displaced instances - the Well of Eternity (just inside the instance in the Courtyard of Light) and in the Andorhal portal of the Deaths of Chromie scenario at 40,70. At the time, I was trying to catch a Displaced Scrapfin, as I didn't want to wait for the Chromie daily on Mechagon. The verdict is still out whether that's possible.

I got a few of these, going for the Camo Snark, in the scalding pools in Borean Tundra its nice flat area near the airstrip.

I got this (and saw another person catch it) in the final room where you fight Queen Azshara. Until the fight is triggered it is safe to run around the room, so it is a good way to kill time while waiting for pulls.

After 3 days of hunting various places I FINALLY got this in the Scalding Pools in Borean Tundra near Fizzcrank Airstrip, 58.31, 25.97.

I got it in the Eternal Palace even though I haven't completed the achievement for the goggles!
There are many secret fish you can click on and it was one of them.

I got mine in the Terrace of Endless Springs, raid finder edition. My third of the rare fish in one day of going to the MoP raid instances for pets...

Caught the Collectable Saltfin at 63.57 64.17, Borean Tundra. That point is at the end of a very tall and thin iceberg. I stood at the narrowest end, and the fish bubbles could only spawn at two points in front of me.

Found this near the lake around the Blacksmith's in Arathi Basin when in a comp stomp. It was in a little bubble on top of a rock.

I looted Collectable Saltfin in Heroic Ny'Alotha the Waking City raid, in Prophet Skitra's room. Ny'Alotha raid is a good place to wear the goggles, there are many open spaces where it's easy to see the fish bubbles, I have looted most of the common fish in this raid instance by just passively picking them up during trash pulls.

The spot where I found mine was near Wrath Dalaran on the broken titan bridge. The bridge has 0 ground clutter, no issues with clicking the bubbles and the color of the bridge makes the bubbles easy to see. Just sit on the jagged edge looking down the bridge. Was here for 20 minutes and caught this fish along with the Inconspicuous Catfish, Golden Sunsoaker, Travelling Goby, Camo Snark, and Deceptive Maw.

Was hardest to catch for me. Tried many spots and finally got it in Kaskala Borean Tundra. Was afking at the bottom of the ocean with my for water breathing.

This might be easier to obtain than it used to be. I was just standing around waiting for the Greench to respawn (it's Winter Veil!) and someone pulled out their Hyper-Compressed Ocean. I tossed a line in, and pulled out a Collectible Saltfin on my first cast. (I also got the Wooden Pepe bobber toy on my third cast.)

So maybe they've made this much easier to obtain now. Or I got supremely lucky.

Not sure if this is just weird luck, but I caught the Collectable Saltfin 4 times in a period of 10-15 minutes near the portals to the Cataclysm zones in Orgrimmar. Sat around 51, 43.

I have gotten multiples of the rare elusive moon fish and sun soaked fish before gettin this little mf, will come back with the location of my drop lol
EDIT: a while after posting this comment, i ended up going to sha of anger to wait for it to spawn, and about 30 bubbles later i finally got the saltfin :') my advice is to go somewhere like sha of anger or rukhmar so you can get bubbles while you wait for the rare. happy fishing!

Found in The Hall of the Serpent while waiting for Rei Lun to spawn. Second to last fish I needed.
Edit: Found another one in Borean Tundra by Lake Kum'uya, still no Travelling Goby.

Got one while fishing in The Forbidden Sea, in the border spot between the Swamp of Sorrows and Blasted Lands, originally trying to catch the 22 Pound Lobster.
