This is 1 of 4 new Legion legendaries that is named after each of the bosses in the Wintergrasp level 80 raid instance, Vault of Archavon.
Below is a complete list, with the corresponding boss:

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 26/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from The Emerald Nightmare is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Lana'thel's Lament	Finger	Blood	You deal 5% more damage and receive 5% more healing while standing in your Death and Decay.
Seal of Necrofantasia	Finger	Frost	Empower Rune Weapon gains 1 additional charge and recharges 5% faster.
Koltira's Newfound Will	Waist	Frost	Obliterate has a 15% chance to refund 2 runes.

Perseverance of the Ebon Martyr	Head	Frost	Howling Blast deals 40% increased damage to enemies affected by Remorseless Winter.
Tak'theritrix's Shoulderpads	Shoulder	Unholy	Dark Transformation also empowers your Gargoyle (or Val'kyr) and Army of the Dead for 20 sec, increasing their damage by 30%.
Draugr, Girdle of the Everlasting King	Waist	Unholy	Festering Strike has a 30% chance to refund 1 runes.
Uvanimor, the Unbeautiful	Finger	Unholy	Your ghoul's (or abomination's/geist's) melee attacks have a 10% chance to activate 1 of your runes.
The Instructor's Fourth Lesson	Wrist	Unholy	Scourge Strike has a chance to burst an additional 1-5 Festering Wounds.

Prydaz, Xavaric's Magnum Opus	Neck	All Classes	After not taking damage for 5 sec, you gain an absorb shield for 15% of your maximum health for 30 sec. This effect may occur once every 30 sec.

this artifact futher increases frost dmg buff to Pillar of Frost granted by one of our artifact traits - Frozen Core. With those bracers, PoF increase our strenght by 20% and frost damage by 25%. i think that this huge frost damage buff every minute is so good that we may want it more often - by switching from Avalanche to Icecap talent. there also was a good trinket in Nighthold, Convergence of Fates, which had a chance to futher reduce PoF cd by 5s. but it was nerfed badly, trinket now reduce cd of Empowered Rune Weapon (which sucks balls when compared to old versions).
