One of the old Justice Point heirlooms, which are being reintroduced with 6.1. It is sold by Estelle Gendry (H) and Krom Stoutarm (A) for 500g.

Both vendors sell all of the old Justice Point and heirlooms, including the new necklaces and upgrading tokens:
- Chests: 500g
- Shoulders: 500g
- Necklaces: 700g
- Trinkets: 700g
- One-Handed weapons: 650g
- Ranged & Two-Handed weapons: 750g
- Shields & Off-Hands: 500g
- Ancient Heirloom Armor Casing: 1,000g
- Ancient Heirloom Scabbard: 1,200g
- Timeworn Heirloom Armor Casing: 2,000g
- Timeworn Heirloom Scabbard: 5,000g

Edit: The heirloom prices are no longer affected by faction reputation!
Edit 2: Added the 2 additional upgrading tokens to the vendor list.

These are one of the new "Bind to Account" items. Every level you gain, the stats on these changes.

At level 1 it gives these stats:

+1 Agility
+1 Stamina
Equip: Increases attack power by 2

And and level 80 it gives these stats:

+51 Agility
+54 Stamina
+29 Intellect
Equip: Increases attack power by 102

The CM said that plate items will scale down to mail and mail items will scale down to leather for characters under 40 since all of the classes that wear that type of armor (mail/plate) use the lower armor class before 40.

I assume that if it did, that would scale by simple addition (that is to say, 210% XP with rest or 310% with RAF), but stranger things have happened.

If you're curious as to how this item scales down with your character's level (for purposes of twinking or general curiosity), you can use the LINK button at the top of this item page to link the item in-game: the WoW client will automatically scale the item stats down to your character's level for you. This works with all the other Heirloom items as well.

Steps in case you are unfamiliar with how to use Wowhead item links:

Click the link button above, there will be a popup window with some automatically highlighted text.
Copy the text (Windows: Ctrl-C, Mac: Cmd-C) and close the popup window.
Open (or switch to) WoW and press Enter to open up your chat dialog.

They do Upgrade and Downgrade the armor. These will change to leather for lvl 1-39 and back to mail once you learn it if your a hunter. Hence the plate will change to mail for you warrior paladins what not.........

Stacks to 15% increase while rested
After looking back over My test results

Without vs with
250+125=375 without 10%
276+138=414 with 10%

276-250=26 (thats the 10% on the base xp)
138-125=13 (thats the bonus on the rested)
26+13=39

You gain 26 rep without rested
You gain 13 additional rep with rested
A total increase of 39 rep when rested instead of 26.

So using the shoulders with rested state gives you 15% increase instead of 10% when rested.

You can enchant BoA items with enchants that require ilvl 1 item, or don't have requirements of ilvl and do not bind item after enchant (rep/profession-only "soulbounding enchants" cannot be used on BoA items).

Also 10% bonus stack with rested state:
<base xp>*<rested>*<shoulders>
or simply <base xp>*2,1

Additionaly every Heirloom item will change category with profession, for example you can buy Plate shoulders, and send them to warrior on 30 lvl, shoulders will "change" into Mails, and after reaching 40lvl again into Plate.

This is a joke on Blizzard's part - the actual item - Herod's Shoulder (http://www.wowhead.com/?item=7718) was useless for a hunter (only giving Strength and Stamina), and yet most hunters had one upon leaving SM simply because it was mail at a level 40 instance.

This one, however, is perfectly itemised for Hunters.

After testing Refer A Friend with the Tattered Dreadmist Mantle, I can say that the bonus 10% XP from the shoulders do in fact stack with the triple XP from RaF. My only problem is I'm dual boxing two accounts and only one of them has the shoulders, so I can't benefit from them stacking.

Note that despite the fact that this is a leather item from 1-40, it CANNOT be used by a Rogue or Druid at these levels, it states that "You do not have the required proficiency for that item". However, I was able to equip these on my Paladin alt, and they were mail (she is only level 6).

Just wanted to pass this on for those out there who are cheap like myself, and trying to get the most bang for their Emblems. =)

Currently, BoA shoulders can be enchanted with Greater Inscription of the Gladiator, adding 30 stamina and 15 resilience. Unknown if this is intended (probably it's not), so hurry up before it's patched away.

Level 63 Hunter

I killed 3 level 58 starving hellboars in Hellfire Peninsula
using the new BOA shoulders and the Honor Hold Favor buff to see if the two xp increasing stats stacked. My findings are below:

1st kill: No BOA shoulders and No buff yeilded 776(rested) xp.
2nd kill: Wearing BOA shoulders and No buff yeilded 854(rested) xp.
3rd kill: BOA shoulders with buff yeilded 896(rested) xp.

Honor Hold Favors can be purchased for 5 Marks of Honor Hold from Warrant Officer Tracy Proudwell of Honor Hold

It should also be noted that it seems all of these shoulders add 10% XP before rested AND RAF are calculated.

For normal, non-rested, it's 1.1 times XP while wearing these.
For rested XP, it's 2.2 times XP while wearing these.
For RAF, it's 3.3 times XP while wearing these.

Confirmed in ZF last night.

Like all Bind On Account items, you'll need an 80, any 80. It doesn't need to be the one who you want to wear them.

When it comes to shoulders they'll cost either:

40 Emblem of Heroism (Northrend heroics or 10mans) OR
200 Stone Keeper's Shards (Wintergrasp dailies or any instance boss while your faction holds Wintergrasp)

Buy them on your 80 and they'll be mailable to any alt (ie your 23 Shaman) to wear and will change stats to match that char's level. As it relies on mail, you can't send them cross-faction or cross-server.

Note if you're an alt junkie it might be worthwhile to grab a good pair of Bind On Account cloth shoulders (check out the 'currency for' tab on the above links) to swap between whomever you're playing - for low levels stats aren't the be-all and end-all, so a +10% exp buff for any char you want can be more worthwhile in terms of usefulness.

Heirloom shoulders will now accept shoulder enchantments from aldor/scryer repuation as of 3.1.1 - I would assume all others as well. The benefit from the shoulder enchant will only activate if you meet a particular level requirement (presumably level 70 for aldor/scryer inscriptions, 80 for sons of hodir). This is really only useful if the alt you're leveling already has the ability to purchase the BC inscriptions.

Yes, you can get more then one BoA item, as there are BoA weapons too. As for the XP, it depends on what you're asking.

If you're asking about two BoA item XP bonuses stacking, no, as the weapons do not give a bonus to XP, and obviously you cannot equip two different shoulder armors. However, in Patch 3.2 they'll put heirloom chests in the game, which will have bonus XP (and yes, it will stack with shoulders).

However, if you're asking if it scales with rested XP, well just look at some of the other comments and find out for yourself.

My favorite thing about these shoulders is that fact that the original Herod's Shoulder was not even close to being hunter loot. It had stam which is nice, but also had strength, which is unneeded by hunters. However, since so many hunters had these shoulders through the leveling process, Blizzard decided to give actual useful hunter stats on the heirloom piece.

Just thought I'd throw this out there...Heirloom gear can be purchased using Champion's Seals from the Tournament dailies. 60 for most gear, and 75 - 95 for most weapons from the vendor at the Argent Pavilion in Icecrown.

Also...this gear is supposedly equivalent to 'Blue' gear throughout the game, including levels 70-80.

since they are only 1 shoulder pad each, I think you should be able to equip the regular blue from SM and this heirloom. It would look like the shoulder the new guards in undercity wear http://www.wowhead.com/?npc=36213#.

i'm looking to start a hunter in cataclysm, but i'm wondering which would be a better heirloom shoulder, considering the changes to hunter resources. with the class no longer using mana, is it better to get Prized Beastmaster's Mantle instead? herod's gets you better ATP and agi in the end (as of now), but will the int be enough of a waste that it's not worth it? (i'm not caught up with all the class changes; i'm hoping someone here can save me the trouble of scouring archives for a few hours this afternoon...)

Low level Hunters and Shaman aren't able to use this item as a target for transmogrification until they're level 40.
This item always counts as mail, so you'd need another mail shoulder piece to transmogrify it into. To transmogrify anything, you need to be able to equip the item you want to take the look of. However, you can't equip mail items until level 40. Therefore, you'll need to wait until you gain the Mail skill before you can change the look of this item.

As of 5.2, the Level 80 Heirloom weapons and armor can be upgraded to scale up to level 85

Cost is the original item and either Darkmoon Faire Prize Tickets, JP (for heirlooms purchasable with JP) or Honor (for PvP itemized heirlooms purchased with honor)

Upgrading to the level 85 version will cost one Champion Herod's Shoulder and an additional 2175 JP.

As I see it these will be pretty much pointless to get, not only the weapons but all the items. They'll be useful at 81 just like the other level 85 capped heirlooms, then you can just buy the 82-83 mop greens that are vastly superior and will have you tearing through quests like mad to 85. I'd say just take the time you'd take on farming the JP and/or Honor for the desired looms and use that to farm on a main for more than enough money to buy the mop greens and you'll be much better set and get much faster experience gain through brute force of overwhelming next-expansion stats.
