This is one of the new Heirloom Items introduced in World of Warcraft: Cataclysm. The whereabouts of Heirloom Rings is currently Unknown but most likely will be made available through random profession dailies luck. I feel safe enough saying this since our last Heirloom ring was available from Fishing.

The following Heirlooms are unlockable through the Guild system:

Patch 4.1 Additions
The first Major patch of World of Warcraft: Cataclysm introduced new Heirloom items that were created to help Plate classes obtain the necessary defensive stats to properly Tank dungeons.

For players interested in obtaining the many Heirloom that are available, below is a table of how they can be obtained and the price associated with each one.

My apologies for some inaccurate information previously. This comment was made during the Cataclysm Beta and I just never got around to updating it. Prices have been fixed and it now looks sexier then ever.

Patch 4.1 Heirloom Update
All Heirloom items have had their bindings changed to bind to a single Battle.Net account instead of a World of Warcraft account. This change will let you transfer your items across factions, realms and even the other active World of Warcraft accounts on your Battle.Net Account.

With all of the +exp heirloom items, you can get up to a 55% increase in experience gained from killing monsters and completing quests.

Helm: 10%
Back: 5%
Chest: 10%
Pants: 10%
Shoulders: 10%
Ring 1: 5%
Ring 2: 5%

Plus, with the other ways to gain extra experience, you can get a grand total of 375% increase in experience!

Rest exp: 100%
Recruit a friend: 200%
Guild perks: 10%
Holiday buffs: 10% (like Fire Festival Dance)

With these new heirlooms your alts will be getting a huge XP advantage for being in the guild as well.
Helm=10%
Shoulder=10%
Cloak=5%
Chest=10%
Legs=10%
L Ring=5%
R Ring=5%
Total=55% ...... but with being in the guild and being rank20 (needed for helm) then you are guaranteed to have an additional 10% to that amount for getting rank12 in the guild which gives the bonus of 10% XP for kills/quests. So your wonderful new alt will be getting 65% XP normal, 265% rested (almost RaF #s) :D

Are there any enhancements that will benefit a level 1 toon? The Zul'Gurub, Dire Maul, Argent Dawn, and Flame Crest augments are unobtainable.

These are as of yet not in the game. There doesn't seem to be any information wether they will be brought into the game anytime soon or not. If they will, I assume it will be bought with Justice Points, like a few other heirlooms.

my best bet would be you'll definitely have them by the 4th expansion pack, but other than that you'll probably have to have a lvl 30 guild to obtain them for, knowing bliz 2k Gold.

i say from guild as all lvl 1 - 85 heirlooms have been from the guild venders and the 1 - 80 items have been from the pvp/pve vender

While reading the Article on the new Darkmoon Faire it mentioned that new Heirlooms would be available from it, pretty safe to say this will be available that way.

Was just at the vendors in the new Dark Moon fair zone and they did have heirloom gear for sale but it was only the same gear that is sold at the other heirloom vendors.

These are available for free from Guild Vendor in MoP Beta at this time. Probably temporary (it is beta, right?) but might be pointing towards the future.

In patch 5.4 enhancing heirlooms was changed so that you can put high level enhancements on heirlooms and they will scale (down, but not up) with level.

It does seem like you can apply enhancements that make an item soulbound (Icescale Leg Armor) and armor kits that require level (Medium Armor Kit), but not armor kits that require item level.

Here are some enhancements that you can try on your legs:
Light Armor Kit / Medium Armor Kit if you want something cheap or low lvl
Cobrahide Leg Armor
Nethercobra Leg Armor is somewhat expensive
Nerubian Leg Armor
Scorched Leg Armor
Brutal Leg Armor
Angerhide Leg Armor

I've only included the attack power enhancements - if you'd like to see some with stamina that might be better for tanking, I've got a comment on Burnished Legplates of Might.

I found conflicting information (on Wowhead, and elsewhere) about which leg enchants can be applied to Heirloom (iLvl 1) items. So I made one each of Nethercobra Leg Armor and Cobrahide Leg Armor and sent them to my level 68 warrior wearing Polished Legplates of Valor.

As of the date / time / patchlevel of this post, I can confirm that the (more expensive, better stats) Nethercobra Leg Armor can be applied to an heirloom item. The character must be Level 60 or higher to enjoy the stats benefits of the enchant, but the armor item has no minimal iLvl requirement.

I do not see this mentioned anywhere on several legs I checked, but to buy the heirloom legs you must also be honored+ with your guild.
At ~500 short I could not see them. I quickly did a few quests, hit honored, went back, and was able to buy them.
