I was standing near the flight master at Obsidian Throne, when I noticed Blitz. I was able to click on him to "pet" him; but instead of the usual hand icon, I received the cogwheel icon. (Think Lady Chaton and her cats.) Each time I pet Blitz, his model grew slightly in size and glowed red. After 5 or 10 clicks, he cast fire-breath on my character; lighting me on fire. He flew off, and I noticed Onion in the same location (between the flight master and the little table). I was able to pet Onion in the same way, and received the same fire-breath reward. As Onion few off, I saw Rowdy in the same spot. The same series of events occurred, leaving me on fire and wondering where these three whelps came from and where they flew off to.

Rowdy, Blitz, and Cipolla are all 3 spawned by the toy Gruppo di Uova d'Ossidiana, which can be purchased from Sabellian's quartermaster in the Obsidian Throne after reaching Cohort with Sabellian

Based on the earlier comments, seeing them in Shattrath City, Outland would - presumably - mean someone used the toy while there.
