You get 2 Scintilla d'Ombrofuoco Frammentata (so a full Scintilla d'Ombrofuoco) in the first week of patch 10.1 from the quest Potere unificato.
After that, you get one Scintilla d'Ombrofuoco Frammentata from a weekly quest. There is no random element any more, meaning you can create one Scintilla d'Ombrofuoco every two weeks for the entirety of Patch 10.1.

You can get one Scintilla d'Ombrofuoco Frammentata per week from weekly quests, starting with the release of patch 10.1. Combine two to create a Scintilla d'Ombrofuoco, used for crafting Dragonflight Season 2 gear.

Additionally there is a one-time quest, Potere unificato, which gives you one bonus Splinter, once per character.

You can also buy a Splinter for 6 Emblema al Merito degli Aspetti from Evantkis if you are unlucky with your Great Vault.

To get the weekly Splintered Spark, you have to complete either:

Mimuup's PvE weekly quest Un degno alleato: Niffen di Loamm in Zaralek Caverns

Malicia's random weekly PvP quest in Valdrakken (Dimostrazione di forza in solitaria, Dimostrazione di forza in battaglia, Dimostrazione del lavoro di squadra, Dimostrazione di forza nell'arena, Dimostrazione di forza in guerra or Dimostrazione di forza nelle schermaglie)

Kaivax at Blizzard also clarified that there is a catchup mechanic for alts or players who join later in the season:

Sparks are every 2 weeks starting tomorrow (half a spark per week), and there is a tutorial quest that grants an additional half spark. This means players can get their first full spark the same week as the release of the patch, and the second spark will be creatable on week 3 (the week after season 2 starts), etc.

For any characters that fall behind on Spark creation, extra Sparks have a higher chance to drop from sources like:

M+ end-of-dungeon chests
PvP Wins
The new World Boss
Your first time defeating the dragon boss of the Fyrakk Assault
The public event Researchers Under Fire
Niffen Cave Dives
Aberrus raid bosses

until the character is caught up.

If you want to check how many Scintilla d'Ombrofuoco Frammentata you have obtained during Season 2 you can run this script:

The cap for catchup drops is 𝑥+2 Splinters where 𝑥 is the number of weeks since the season started (May 9th for NA/10th for EU) and then you can get one additional Splinter from the weekly quest on top of that.

i have my Scintilla d'Ombrofuoco but the love of me i cannot use it

i click spark in crafting windows and i can choose "spark of ingenuity" there witch i CAN choose and the Scintilla d'Ombrofuoco box is greyed out

what on earth am i doing wrong ?

I just turned in two quests back to back and would have by my count 3 from the turn in's. Yet only 2 show in my bags. So Careful if you have a quest to turn in that award the sparks. It will only allow you to have the cap.

FIGURED OUT HOW TO USE IT!

Remove your primal focus from the optional reagent bar as it requires the old spark and was preventing me from recrafting it! Once I removed my Concentrated Primal Focus I was able to make the 424 piece using it.

When Recraftning using Scintilla d'Ombrofuoco you have to press where the old Scintilla d'Ingegno is and choose the new Scintilla d'Ombrofuoco instead. You also have to deselect possible added: Infusione Primordiale Infusione Primordiale Concentrata and add new possible if you have any: Emblema d'Ombrofuoco del Dragone Incantato Emblema d'Ombrofuoco dell'Aspetto Incantato
