At Iskaara Tuskarr Renown 26 you will get the quest Slacking and Sledding from Murik, and on completion with Kiopo you choose one of the following:
Slitta Magica or Slittino di Iskaara

Depending on which sled you picked, you will need materials to buy the other from either of the vendors:

I've been testing this in a few different places and from what I've tested, this toy works everywhere but Valdrakken and instances.

My findings of using this excellent toy
1.) This item has no level requirement to use
2.) The items cooldown of 5 minutes doesn't start until you get off it/are kicked off from going too slow
3.) This item puts you in a vehicle that can accelerate up to a 550% top speed and has a speed boost ability that can be used every 5 seconds.
4.) The Magical snow sled has its own health bar and makes all non pvp marked npcs as neutral so you can sled through most areas without a care in the world but, the second you try to sled through Camp Mojache as an Alliance you're getting smacked off.
5.) The rate at which the magical snow sled speeds up or slows down has pretty much nothing to do with how steep the incline or descent is.
What matters is how long of a time you are going up or down, meaning you can go up a short but extremely steep hill in one second as long as you don't get caught on any odd geometry
6.) Not usable in instances or cities&towns
7.) Getting caught on something like a fence or wall won't instantly stop you

The sled turns enemy mobs yellow or neutral, and can be used in combat to drop or reset threat. Being attacked will interrupt the cast, so having a stun handy will do.
Do what you wish with this information.

As of writing this, the sled does not respect the physics of water. I careened off a small cliff into the ocean and kept plummeting through the water until it despawned leaving me treading water noticeably below the surface.

If used in combat the sled will make you nearly invincible, as well as ignoring its usual physics. You can sled around as if you're walking with the only danger being lava.

Saw a warlock abusing this to nuke people at the starting zone in Emerald Dream. I'm not sure how he was sitting still on it infinitely, but he had a bounty on him and just sitting there endlessly.
