Jeweled Whelplings come in 5x different variants matching the Dragonflights. Jewelcrafters with Oreficeria delle Isole dei Draghi Skill 50 can craft these battle pets when they acquire the designs for the Jeweled Whelplings.
Apart from traditional trading, Dragonflight offers a new way to get your hands on these pets: You can place work orders and deliver all reagents for a pet of your choice.
As long as one character on the Account reaches Renown Level 21 with the Spedizione delle Scaglie di Drago (to unlock "Jeweled Whelpling Treasure Maps" account-wide), the actual JC only needs to learn Oreficeria delle Isole dei Draghi to go for the Designs.
The Designs (for JCs only) and Gem Cluster crafting reagents are guaranteed drops from Gem Cluster treasures. Each one is tied to a specific map, the first Mappa delle Formazioni di Gemme d'Onice is a reward for completing Voci sui Draghetti Ingioiellati when reaching Renown 21. This quest will be flagged complete for the whole account, so you probably have to go for the Capo Magor vendor purchase on all but one character. (3x Neltharite + 100x Rifornimenti delle Isole dei Draghi)
I personally found the other maps in repeatable treasures in all zones, i.E. , Zaino dell'Esploratore della Spedizione, or any kind of Cassa Vincolata dalla Magia (some of these include a puzzle). I've also found additional Gem Cluster crafting reagents and even Designs (with my JC) in them (the latter maybe as a fallback when someone looted the Gem Cluster treasures for Cacciatore di Tesori delle Isole dei Draghi. and learned JC later).
A second character (who didn't purchase the Mappa delle Formazioni di Gemme d'Onice and is not a JC) also looted Gem Cluster treasure maps and Gem Cluster crafting reagents.

Right now on Beta the treasure maps will mark their treasure locations, but you won't see these icons unless you're in that zone.
The tooltip for Renown 21 suggests that we'll find all the treasure maps and designs on the vendor, but I've never seen something else but the Onyx Gem Cluster Map.
Not sure what happened with the Design for the Jeweled Onyx Whelpling (my bags were not full), but I personally didn't loot it from Onyx Gem Cluster treasure , but instead found it in my mailbox afterward.
Unfortuantely I didn't consider this earlier and now can't test it myself, but maybe it's a good idea to check for the "Rumors of the Jeweled Whelplings" quest on your actual Jewelcrafter and not touch it when your first character reaches Renown 21. I personally don't like the reagents that are needed for the Onyx map purchase, so unless Blizzard changes it into a character-specific quest, I would just keep it for the JC (or a character you hunt Achievements with).

Search and loot all the random treasure chests you can find

Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

The Formazione di Gemme d'Onice is part of the Tesori delle Sponde del Risveglio achievement in Sponde del Risveglio.

You must have reached renown level 21 on the Spedizione delle Scaglie di Drago.
After that, you can take the quest Voci sui Draghetti Ingioiellati at the Dragonscale Basecamp at Capo Magor, to the left of the main tent, and finish the quest right away.
When you finish the quest, you will get the Mappa delle Formazioni di Gemme d'Onice, which you can also buy at Capo Magor for 3 Neltharite and 100 Rifornimenti delle Isole dei Draghi.
When viewing the Mappa delle Formazioni di Gemme d'Onice, you will be shown the location of the Formazione di Gemme d'Onice on the map.
Fly west to the Obsidian Citadel, on the map next to the right tower, in The Slagmire area.
Go to the Cindershard Seam cave, the path to the right of the Obsidian Citadel, and always keep left in the cave.
You will find the Formazione di Gemme d'Onice in the back of a dead end near a Colosso di Scheggia Cinerea.
When looting you get a Formazione di Neltharite Luccicante.
With the crafting profession Oreficeria delle Isole dei Draghi, with skill level 50, you also get the Modello: Draghetto d'Onice Ingioiellato with which you can craft the pet Draghetto d'Onice Ingioiellato.

Here's a bit of random info that may or may not help someone else. If you have already reached Renown 21 with Dragonflight Expedition, any other character on your account can go buy the Onyx Gem Cluster Map from Boss Magor and then go get the treasure to get this recipe. HOWEVER... I HIGHLY suggest that you take a friend if you are on a low level alt because all of the mobs are 70 and will smash your face in. I took a level 61 alt (I suggest 60+ because almost everything in this expansion requires at least level 60 even though you can get to the area at 58) and had a friend help me get to the back of the cave. I was able to loot the treasure and got the soulbound recipe on my JC just to be able to make these. You can put a crafting order in from any of your characters to your other characters, so if you have all of the materials on your "main" and then have to get the recipe on an alt, you can still make it for yourself that way.

I know it's a weird, roundabout way of getting a pet/pattern... but I like to have the ability to make the pets for my friends and family and needed it on an alt. If anyone else is the same, or likes to have all of the patterns, and needs it on an alt... just go with a level 70 or take a friend! :)

as a JC alt, I felt like I hit Renown 22, dug hundreds of dirt, opened hundreds of expedition packs, read, re-read this page but just could not figure out why the patterns would NOT drop.

No DO NOT buy the map from jakes

Buy the map from Boss Magor. It is literally in Lacey's post, but it is right there it is "staring in your face" kind of thing. Literally step # 1 for JC's after you have a main who hit renown 21 and had completed the Rumors quest line.

You should be able to buy the designs from Boss Magor after a map has been completed by another character on your account.

Thanks for the information, although a few details would help players to find these things a little easier.

First, the Dragonscale Expedition rep at 21 is a must. My main and most of my alts are all maxed as it is now. You'll laugh to yourselves about this, but one of these letters was needed in your bags to access the location of a chest object to show up so I never used any of them and now after 5 months of playing I want to unload my bags and lo and behold, I find some nice treasures I could have had a while back.

I would like to say with respect to the "Glimmering" gem clusters you need for Jewelcrafting to make pets, that you must be a JC to get both the gem cluster and the Design plans. When you use the map, the cluster will spawn at the stated coordinates listed in the posts above and opening (left click) on the cluster, you'll get two items to loot, the glimmering gem and the design to craft the "Jeweled --- Whelpling" where the dashes are each of the five colored gems.

I did this initially on my main and only received the gems, and in looking around for the designs, they are only available to JC's that loot the gems because they become soulbound. The Amber, Emerald and Obsidian gems are all in caves, the Obsidian is in the back reaches of the Cindershard Seam caves in the Obsidian Citadel area, lots of elite elementals running about and if you're unlucky, during a dream surge event in Waking Shores, you could end up with "Char" being empowered in these caves. So be careful or splatted. The Amber is in the Alpha Bear cave in the Temporal Conflux area, and the Emerald is in a cave just east of the Shady Sanctuary flight point.

The Sapphire gem is behind a tree close to a wall in the Cobalt Assembly and fairly easy to get to without aggro'ing mobs. The Ruby cluster is on a small ledge to the right and below of the large overhang in the Ruby Life Pools Whelp Sanctuary, the deep cylindrical pit the you occasionally do whelp training in. None of the clusters will show up until you Use the maps.

I hope this is a useful note as I found it not very intuitive in reading where to find the clusters, so I added this for clarity's sake. My goal here was not the pets, but five easy "First Craft" knowledge points.
