The item scales with the level of the player.
It requires at least level 25

I don't have a complete list of values but here are a few values:
Level of Toon - health restored
26 - 6,000
27 - 6,000
31 - 7000
32 - 7,000
36 - 9,000
40 - 9,000
41 - 11,000
50 - 16,000 (this appears to be the most it will restore).
