I just solo'd her on a Ret Pally with Maximillian as my champion (of course :D)
925ilvl blasted her down in under 2 mins
She has just over 100mil HP
Dropped:
13 Veiled Argunite
Otherworldly Trophy (12 million AP token (with level 41 AK))

She respawned in the time it took me to post this and have a sip of coffee (so 5mins or less)

You can reach her through The Xenadar ship, entrance is at 35.56 , 56.76
It's easy to solo just avoid to be closer to the edges, she has 2 abilities Explosion de fumées gangrenées (pushes you away) and Impact fracassant.
Droped 1x Trophée surnaturel and 19x Veiled Argunite for me

I've waited around 5 mins waiting for the rare to spawn yet she didn't. I guess she only spawns when the 'Commander Vecaya' World Quest is up?

You get to her from 40.9 56.7.

Ok for those like me searching all over to find the way up to the ship I included a screen shot, but stand at 42,56 ish on the road and look up the rocks toward the ship. There is a "path" but it is not obvious at all. I spent a long time running around looking for an actual "path" there is none, you can climb up on the rocks.

It's more realistic but not typical WoW where there is an obvious marked path. Once you know where it is coming down is very obvious but it does not look like a place you can climb up to.

also for those that don't know, once you are given the world quest, right click on it in your quest interface on your screen and choose "find group"
I never knew that was there, makes thees boss quests super easy.

Enter the Xenedar at 36.56 (Bartender4).
Head up the ramp.
Facing the main chamber of the Xenedar turn right.
Enter the next ramp you come to on your right.
Head up the ramp.
At the top turn right.
You should now be in an open area, this is where she spawns.

Might be a quicker way but this is how I found my way up to her.

For Legion Remix, come up the ramp around 42.31, 57.28.

Not sure why - but you can't come in via the ship's lower entrance. Maybe it will open up after the campaign - but either way - you can use this ramp!
