This is one of 3 new Enchanting Profession Knowledge items in 10.2.

Noyau semperardent is on the ground in the northeastern end of the Primalist Stronghold.
Eau de rêve pure is at the base of a waterfall near Wellspring Overlook.
Essence des rêves is inside a circular tree branch very high off the ground.

The Hidden Quest ID is 78308 so you can check to see if you've already looted it by running the following command.

/run print(C_QuestLog.IsQuestFlaggedCompleted(78308))

If it returns true, you've looted it. If it returns false you have not.

You must disenchant it to get the Knowledge as with previous one-time Enchanting treasures.

Just to avoid confusion, the Pure Dream Water is not at the very bottom of the waterfall where the Ancient of War is chained up and where there is a small cave. It's on the next ledge above that area at the base of a waterfall beside a plant-covered rock at 38,30.
