This one-time knowledge item can be found in Iskaara, Azure Span. It's in the underground building where Elders Nappa and Poa are located. You have to activate the treasure by fixing the broken drum next to Raq first, then he dances on top of it and you can loot the item.

The Tambour dansant can be found in Iskaara by talking to Raq at 12.51, 49.40.

When you approach, Raq will speak:

Um... Excuse me... My drum isn't working. Can you fix it please?

You can then click on the drum and repair it. Raq will then happily dance on the drum and break it once again.

This will take a couple seconds and as he finishes dancing, Raq will say:

...I broke it again. Sorry, you can have it if you want!

By clicking on this drum, you will then loot Tambour dansant.

Don't work for me, nor others I know. Raq never says anything when you get close and the drum don't become clickable.
