Lettre amère has a low chance to drop from Paquetage d’éclaireur de l’expédition or Terre retournée
which are placed all around dragon isles, you can see them on the minimap after you get
renown 2 and 5 with Expédition du Dracaret, it may take from 50 to 100 attempts to get the letter.
To dig Terre retournée you'll need Petite pelle de l’expédition
which you can buy from Guide Jeb
Using Lettre amère will mark the Boîte à bijoux oubliée treasure in Travée d’Azur when you enter the zone

So you buy Étude d’artéfacts archéologiques from Inventoriste Jakes and find the first treasure Gobelet draconique en or - it is intro treasure, and you get 1-st map for free
Search and loot all the random treasure chests you can find

Paquetage d’éclaireur de l’expédition renown 2 with Expédition du Dracaret
Terre retournée renown 5 with Expédition du Dracaret and will need to buy Petite pelle de l’expédition (buy/craft alot, you will always want to have them in your bags)
Coffre lié par magie renown 16 with Expédition du Dracaret
You can get 6 maps before Renown lvl 21 with Expédition du Dracaret and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
1 map drops every 50-100 chests
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

After you got your first cluster of 1 type you will start getting it from random chests (Paquetage d’éclaireur de l’expédition Terre retournée Coffre lié par magie)
Droprate is low, but higher than a treasure map

Ok someone please clarify something for me.

Where did you loot the letter from?

i have used over 600 charges of Small Expedition Shovel and i have over 490 Dragon Isles Artifact (which are account bound because of max renown as well as opened every pack i have found and still no letter.

If you look at the contained in Tab of this item at the top of this page it does not mention Disturbed Dirt or Expedition Scout's Pack

If you look at the contains in tab section of both of those items, the Disturbed Dirt or Expedition Scout's Pack the sorrowful letter isn't on either item's list of available loot.

As of April 16, 2023, for anyone still having trouble finding maps, you may be having the same issue I was having, which no one else seems to have mentioned.

TLDR: Ensure that the character that originally looted Sac de fournitures des îles aux Dragons has reached Dragonscale Expedition Renown 21.

You can check if the quest was completed on a specific character by running this script:

The Rest: I swapped mains early on in the expansion, I started off as a Demon Hunter, then ended up switching to Evoker midway through Normal Vault of the Incarnates. Fast forward a few months and I'd been max renown on my Evoker for a long time, had looted hundreds and hundreds of dirt piles and expedition packs and had never seen a single map drop. Then I learned that Sac de fournitures des îles aux Dragons is only usable once per account, but the effects of looting maps are supposed to be account-wide, so there isn't supposed to be a problem.

However, my Evoker had never completed it, my old Demon Hunter had. So I decided to test out a theory and levelled my Demon Hunters Dragonscale Expedition Renown to 21. Immediately after reaching Renown 21 on my Demon Hunter, I swapped to my Evoker and 2 Chests, 2 Packs and 13 Dirts later, I looted Notes d’exploration des jardins d’Émeraude from a Terre retournée in Ohn'ahran Plains.

If you play multiple characters and are running handynotes and it is telling you that you have to have the prerequisite quest, you probably don't need it.
I had completed the "funding-a-treasure-hunt" pre-requisite for Sorrowful Letter on an alt. I looted and used the Sorrowful Letter on my main and as soon as I flew into the Azure Span, the treasure showed up on the map for me on my main.
While I was in Waking Shores, it did not show up on the Azure Span map. I had to go into the actual zone for it to pop up as looking available to loot.

The mark on your map will appear as a treasure chest once you enter the Azure Span zone. Not sure why it doesn't just show up when you're in any of the other zones. Kind of defeats the purpose of a map @WoWDevs
