I got this from an Unshackled paragon chest on an alt but my main still doesn't have the rank 4. Is there a vendor that sells the rank 4 now that I have obtained it on another character?

Lorsque la Force libérée inflige un coup critique, la cible devient immédiatement victime d’un nouvel éclat d’azérite, et peut être frappée par un maximum de 5 éclats supplémentaires.
