Mobs with shields seem to have an annoying habit to block this attack (and all other ranks of hamstring) too often to seem normal.

Doesnt lower :P If you read carefully..the rank 1 states..lowers TO 60% ( thus 40% movement penalty), the rank 3 lowers TO 50% ( thus increasing the penalty by 5% SLOWER per rank above 1 )

good for casters(excluding mages with blink+frost nova though) and specially great for hunters who do wing clip and try to get to shooting range and for PvP awesome if you keep doing it on same guy who took flag.;)

This is really powerful a Warrior can get away from anything with this!

i mean okay oh no i'm under attack i'm allmost dead ;_;
and it's 5 level up from me CRAP ok lets see 10 rage yep from all the hits on me and BOOM!@#$%^&*() can't catch me now sucker!

Makes Sprint and other movement increasing buffs useless..

Charge + Hamstring + Hack Away = Warrior Basics lol

EDIT: Seems only last ranks does 'to' .. :O
