Illu'mina is recruited from the Lunarfall Inn in the garrison.

As she is a protection paladin, filtering on Magic Debuff, Massive Strike, Powerful Spell, Wild Aggression, Deadly Minions or any trait gives a chance to have her as one of the potential recruits.

I'm hoping they will eventually allow us to filter on "race" when recruiting from the inn, as I would love to have her in my draenei army. :) I would easily sacrifice filtering for a useful or optimal trait or ability if I could do that.

Only Protection Paladin followers, like Illumina, can counter Magic Debuff/Massive Strike.

Race: Draenei (companion trait Ally of Argus)
Class: Protection Paladin
Available Counters: Deadly Minions, Magic Debuff, Massive Strike, Powerful Spell, and Wild Aggression.

Illu'mina is obtained through the Lunarfall Inn weekly recruitment. She has a chance to show up if you request a follower with one of her countering abilities, or any trait. She starts at level 90 uncommon. As with all followers, she will have 1 ability and 1 trait at uncommon, adding another random trait at rare, and an ability and a random trait at epic.
