Indeed this proc has been included in the general +25% buff to Mp5 in
patch 3.2
:
Mana Regeneration: All items that provide "X mana per five seconds" have had the amount of mana they regenerate increased by approximately 25%.
The trinket's tooltip is still outdated however you can clearly see here in the actual buff's spell that it did gain those +25% to its 60 Mp5, going up 15 Mp5 per proc. At 75 Mp5 it will mean
1500 Mp5
once you reach a full stack of 20.
Here's a revised estimation of the actual stacking regen's total for the current values after these changes.
Trinkets can't be used while you're on the GCD, however they don't cause a GCD themselves
. This is important as in this case you can't pre-cast a heal, then trigger Meteorite and get an almost instant proc. Since a previously casted HoT ticks will not trigger it, the only option for the fastest stacking is to cast an eligible instant healing spell right after using the trinket, being limited with, at best, 1 second GCDs after that, using your class tricks for multiple procs from a single cast as much as possible. For simplicity, we'll assume a first cast instantly after the trinket is used (say, as in a macro). Well, you don't get any instant mana from the proc itself (as far as I know), it only increases your Mp5, ticking continuously. So, a proper calculation is meant to include the sum of all the regen that takes place between one size of the stack and the next.
Accurately calculating the above brings us to
3150 mana
(1 cast per second = fully hasted GCD).
Instead of posting a formula, I'll make it a bit more intuitive and show how it actually works:

B > Stack size per cast (Mp5) - the first proc happening as soon as possible within the first second (0-1)
C > Mana gain between procs (according to the Mp5 value on the upper row over and to the left of it)

restored. At 60 Mp5 per proc this was 2520 before: that's the exact 25% extra that 3.2 brought in.
Now this is where it gets interesting. With 2 procs of the buff per cast for 10 consecutive casts and reaching the full stack earlier, giving a maximum effect for the remainder of the buff's uptime (Holy Paladins with
Beacon of Light
for example):
1 sec casts:
4650 mana
(+1500 mana)
Therefore, optimally used, Meteorite's on use effect would be 4650 mana every 2 minutes, 2325 per minute,

.
Add to that the regen your class gets from 111 Intellect and sum it up. For example, a Holy Paladin gets another 62.12 Mp5 (that's from only Divine Plea and Replenishment, both at a theoretical 100% uptime - doesn't include Mana Tide nor Seal of Wisdom procs, nor anything else). That's a whopping ~256 Mp5 out of this trinket alone.
Lastly, the fact that Meteorite had Mp5 on it means it got a special boost, bringing it closer to all of the following tiers' trinkets and making Meteorite more relevant when compared to them.
In case you're left wondering,
Solace of the Defeated

's Mp5 effects are indeed still accurate since they were only introduced in 3.2 themselves.
As a final note, I find that one is best not including in these calculations the mana that spells cost to cast in order to get the maximum benefit out of the trinket. Since you are getting the normal effect out of those spells, it's not fair to look at it that way, as if the trinket needed to "pay" for the extra spells you'd otherwise not be casting. There's only something to gain from the trinket's Mp5; instead of deducing extra mana costs from getting to the trinket's effect, you'd better play normally and calculate how many stacks you get from your normal spell casting.
That said, waiting for an opportunity where you'd get quicker spell casts or more incoming damage so you could produce higher EHPS out of spamming your quicker heals when they're actually needed, meaning that you'd refrain from using the trinket on CD, would probably be a smaller total of mana returned than if you simply used it under less than optimal circumstances whenever it's available (you'd have to calculate it for every specific situation you're normally facing to be sure).
