This the debuff you will acquire when flying anywhere but Krasus' Landing in dalaran. The debuff lasts 10 seconds and when it expires you will be ejected from your flying mount (or form) and given Slow Fall until you land.

The only known way to bypass this debuff is to mount on the balcony of the Purple Parlor. To do that run into The Violet Citadel, go up the stairs and to the right. Take the portal up to the top of the tower and exit onto the balcony. Once you're on the balcony you are free to mount up and fly about the city. Be careful as there are some areas that will still dismount you, and you cannot land on the ground while mounted. Enjoy showing off your new drakes!

Fun fact when you get this debuff you hear the same sound that the Fel Reaver makes!

Also, you can go anywhere on the grassy area near the Violet Citadel or the 'sidewalk', by the grass

Also if you come at the ground at an odd angle with a bit of lag, you can avoid this debuff completely.

The archway leading from the main city to Krasus' Landing (at the bottom of the stairs) is a 'safe' area, not only to remain mounted, but to mount up on a flying mount. If you have a flying mount on your task bar, you will notice it lights up as it does in other flyable places. It only saves a few seconds, but I still enjoy doing it all the time.
