Spooky Pepe will arrive in your garrison during Hallow's End. He will be perched atop a tombstone in the Level 3 garrison's graveyard. Clicking on him will buff you with 佩佩, plopping a Scarecrow Pepe onto you head, and you will get the 吓人的小伙伴 achievement and 迷你稻草人装束.
