Just found in Voidstorm. It was inside a 神秘的多曼纳尔容器 at 48.24, 56.82 (though the chest can spawn in a number of location in Voidstorm).

Likely only to drop after you have collected 5 x 盘旋奥术精华 and 1 x 满溢法力碎片 from your weekly disenchanting Knowledge Point drops.

doesnt have to be a void zone treasure. got one from a zul aman cache.
however. DMF quest still breaks the ability to loot any of these until you have completed it. No other profession has this issue afaik, but enchanting does since TWW.

It seems these can drop from most - maybe all - random treasure chests in all 4 zones of Midnight. Currently assuming just one per weekly reset.

I had one drop from the 2nd chest I looted in the weekly reset, after getting a 失落的萨拉斯羊皮纸 from the first.

There doesn't seem to be any pre-requesite; I hadn't done the weekly profession quest or got any "knowlledge drops" from disenchanting before looting.
