How to reach Alliance Stormshield, Ashran:

Stormwind's Mage Tower portal: When you first enter the portal room, go behind the fountain directly in front of you, then down a hallway. The portal will be on the right.
Garrison portal: Use your 要塞炉石 Toy to port to your garrison and go to the building named Tower of War near your garrison mine. /way 69.6 26.9 Stormshield portal (upper floor)

A certain amount of reputation with the 主教议会 faction is needed to buy the items. This reputation is not account-wide, so you'll need to figure out which toon has the most reputation.
