The Leatherworker NPC in your Garrison's Tannery 穆尼·绿蹄 (H) / 安德斯·朗斯蒂奇 (A)
Alliance Stormshield vendor /way 51.6 41.6 Leara Moonsilk
Horde Warspear vendor /way 50.4 27.4 Garm Gladestride

The currency to buy each pattern is 1 德拉诺制皮秘术 which can only be crafted once per day and require 天然兽皮 x 5 each:

REMINDERS ABOUT GARRISONS

If you have a Trading Post in your Garrison, you can trade 要塞物资 for profession materials. 要塞物资 are not Warband-transferrable. You'll need to visit your Garrison on a regular basis and click on the Garrison Cache to add them to your character's currency window. By default, the cache will max out at 500 but you can increase the limit to 1,000 by purchasing 贸易协定：鸦人流亡者 from:
Alliance 守备官科索斯 /way #534 58.4 60.4 Vindicator Krethos
Horde 暗影猎手德恩加 /way #534 61.6 45.6 Shadow Hunter Denjai

Different traders offer different deals (costs range from 16-40 ) so check back another day if you don’t like their prices.
