You need the Lunarfall Inn/Frostwall Tavern (medium size building) in order to see Peter/Vora Strongarm and buy the mug.
You may have to swap out the trading post/barn/lumber mill/gladiators sanctum.

As mentioned by splunge. Garrison Inn is required. Cost to place is exceptionally low on resources and takes 1 hour.

You only need a Level 1 Inn to purchase the item for 50g and 100 Garrison Resources. It does not require a level 3 inn.

I can confirm that you are able to visit a friends Garrison who has an Inn and the respective seller will be there with the Mug.

If you have no empty plots in your garrison and need to build the inn, you need to go to the drawing table in the main building of the garrison and you can just drag and drop the tavern/inn from the building menu on top of an existing building. This will destroy the existing building and start construction. It takes one hour of real time to build and you only need a level 1 building to access the vendor to buy mugs.

Use your 要塞炉石 Toy to port to your garrison. If you have a (minimum) 坠月旅店 / 霜壁旅社等级1 set up in your garrison, you will be able to buy 木制酒杯 from an NPC inside (or walking around nearby).

If you don't have this building in your Garrison, you can ask a friend to let you visit theirs. You need to be in a party together with that person as the leader, then right-click on your party frame and click on "View Leader's Garrison" then go into their Garrison.

Reminder: 要塞物资 are not Warband-transferrable. You'll need to visit your garrison on a regular basis and click on the Garrison Cache to add them to your character's currency window. By default, the cache will max out at 500 but you can increase the limit to 1,000 by purchasing 贸易协定：鸦人流亡者 from:
