These can be used to buy ensembles from the vendor Osidion in Dornogal.

You get them by hitting renown level
4, 8 and 20 with the Council of Dornogal
4 and 20 with Hallowfall Arathi
4, 15, and 20 with The Assembly of the Deeps
9 and 20 with The Severed Threads

for a total of 10 gems.

Osidion currently has 31 different sets to collect ~~so hopefully there are more ways to get these~~

He now sells the sets for Resonance Crystals if you don't have any gems on you

I got to renown 4 but did not get the item and the NPC does not have it for me. Anyone else running into this?

*As noted below by Memento1960, this is because I was not level 80. As soon as I hit 80 the quest became available.

You MUST be level 80 to get any renown quest based rewards.

EDIT: This may have changed with a hotfix. "Quests that grant rewards from the renown track should now be available without being level 80."

I got three of these from Renown while leveling during pre launch and used them with Osidion to buy some appearances. But now even though they still show up in the track they don't seem to drop. Also Osidion now sells his appearances for Resonance Crystals (9750 crystals per). Glad I got a few of them but damn, this is pretty rough.

PSA: PURCHASES MADE WITH THESE ARE NON REFUNDABLE

Despite there being no warnings whatsoever, if you accidentally purchase a set you already know then congrats, you lost a gem. You cannot refund any purchases made with gems, the vendor continues to offer arsenals you already own, and you get no warning when purchasing.

And since support is terrible, they will just insist that you should refund using the in-game refund system...

The Educator's Knowledge sets currently show the Vest by default when you control click to view them. Which is a shame since it is the only set that has a robe...
If you want to see the Robe you have to deselect the Robe and then reselect the Robe.

The renown quests that reward this item have recentlty been hotfixed to be once-per-account. They used to be once per character, and were available right away at level 70. So if you paid attention and bothered to go out to say Ringing Deeps after hitting Renown 4 on all your level 70s you could collect one gem on each character, saving you thousands and thousands of Resonance Crystals.

That is no longer possible. Exploit early and often.

9750 Resonance Crystals is an Insane amount. Guess we'll see how many we can get our hands on come later cycles of the Expansion.

The vendor will swap from requiring the Gem to Resonance crystals depending on if you have any of the gems available. These are awesome!

I'm no fashionista, when I turn in the gems there is no single ensamble that I like 100%. Maybe the top-hat in Celestial Patron's Elegance... but the Patron's Elegance attires are very similar to the Gilnean Noble's Suit

If you See that the currency is Resonance Crystals but you just got a Earth-Encrusted Gem you may actually have a Gem Studded Candelabra in your inventory you have to open first.

If you see Resonance Crystals as the currency it will change once you have a Earth-Encrusted Gem in your inventory

Okay so these reset when 11.1 released. I was holding on to these in case of some new ensembles would appear but instead they just disappeared. No communication about this. Great.

So many recolors.

Many of these are just recolors of outfits that were offered on the trading post.

If Bliz ever offered the ability to just re-dye your clothes like most MMOs they would lose 4/5ths of their wardrobe.

So many desaturated colors to the point that I'm squinting to see what some of the colors are. Muddy brown, barely-there blues and purples. I miss the days of blindingly bright colors of BC and Vanilla. Let us be peacocks, Blizz.
Also, no green Robin Hood hat with red feathers? Tsk tsk.
