米雷达尔小孩 is the Mysterious Child mentioned in the 陨圣峪阿拉希人 Renown 22 Perk. Unfortunately, she seems to require some quest progress to be available, I only saw her on a character who did all campaign & story quests. As soon as you enter Mereldar, she will run towards your character (similar to other "annoying" Messenger NPCs we had in the past) and follow you until you accept her breadcrumb quest 网中耳语 which will send you to 克特纳克 in 艾基-卡赫特.

黑暗中的烈焰 will then send you into the 幽暗要塞 Delve to collect 8x 未鉴定的火绒盒 and 1x 艾尔里克的腐化的火绒盒 (this one was in the treasure room for me).
When you're done, leave the Delve, return to Ct'nak to turn in the quest, accept 无上之力, follow Ct'nak into the building, and eventually return to Mereldar with the 艾尔里克的腐化的火绒盒.
Meet 拉恩·道卡瓦利 at the forge, turn in your quest, and accept 宏大职责 to receive your 597 Champion 1/8 Necklace 黑化的火绒盒

Appears to be missing if you have not done some quests un-sure what questline is to be completed or if it is bugged for characters that do not have some quests done. Seems like a golden opportunity for alts if someone can work out which quest is required.
