First clue is in old Karazhan. Stand directly in the middle diamond before the library right after the Curator boss. From there using the Thinking Cap you want to go to -12, -1. It is in the middle of the 3rd bookshelf near -12, -1 called "Ancient Tome".

The second clue is "Re-shelved Tyr's Legacy in the titan section (3, 6)." Reset your Tricked-Out Thinking Cap here and go to to co-ordinates.

On the 2nd to bottom shelf on the far left bookshelf is another "Ancient Tome".
"Re-shelved Ty'rs Legacy in the Guardian's of Tirisfal section (8,-14)." You know the drill by now: reset your tricked-out thinking cap and go to the co-ordinates.

On the far left bookshelf on th 3rd level is another "Ancient Tome".
"This must stay with the other records of the Dragon Isles. However, if it should be shelved under U for its original name of Uldorus, not Tyrhold (-11, 7)." One again reset the thinking cap here and go to the co-ordinates.

If you remember where the first clue was at Tyr's Legacy is two bookcases to the right of it. It is in the middle of the second shelf. Click it to start the quest.

Also, you can't take the side entrance to KARAZHAN, you won't be able to unlock the door leading to the Library. Start from the beginning and kill bosses.... Book #1 is 2 shelves to the left of Tyr's Lagacy, NOT in the corner like the dot shows on the secrets page.

If you're having difficulty finding the first clue with the Tricked-Out Thinking Cap, I had better luck with using my Idol of Ohn'ahra. My coordinates were off on my cap even with resetting at the entrance. After that, reset the Thinking Cap at the bookshelf to search for the next clue.

Kirin Tor Contact's Note the Npc will not offer the note to me and blizzard isn't helping and keep looking online for help and putting a bug report. Is there a work around

if you are like me were wondering why Npc doesn't offer you Kirin Tor Contact's note - check if you completed all the previous achievements, for me I was missing the "Shifting Sands" one. Can be the same for you.

in order to get 肯瑞托线人的笔记 first of all grab the quest from 鲍比·卡莱尔 and item called 瓦德拉肯旅游打卡点, once it's done use Idol of Ohn'ahra in the auction house, there's a paper called 汇编报告 on the left side of the room on a barrel near a flying book, /way 44.26 60.37

You're looking for a tome called Tyr's Legacy in the Guardian's Library in the old 卡拉赞 instance in 逆风小径 in the Eastern Kingdoms. But it seems Tyr's Legacy has been reshelved -- several times. You'll receive clues in books that tell you where to look next -- using Cogs-Bolts coordinates. Every book you find will be in a different color. Reset the Cogs-Bolts coordinates each time you find a book.

If you check page 2 of the 肯瑞托线人的笔记, you'll see a list of each location you've been to -- provided the location matches the clue.

Using the Cogs-Bolts coordinates to find books

Equip the 琐饰思考帽 and reset it to (0, 0) Cogs-Bolts while standing in the middle of a diamond floor pattern at the entrance platform to the Guardian's Library. Equip the 欧恩哈拉的神像.
Move around the Library until your coordinates match the coordinates in the clue. This is a very good place to use the Cogs-Bolts system because you don't have to impose a directional grid on the coordinates. And there are no mobs that matter and no line of sight issues.
The 欧恩哈拉的神像 will cast a blue beam that will point you in the right direction. But I found the coordinates were more accurate.
When you reach the coordinates in a clue, one volume will be in color and you'll see a hand when you mouse over it. Click on the book and you'll see a very large magnifying glass.
Reset coordinates to (0, 0) each time you find a book.
Don't bother with the books on the floor, they provide instance buffs.

The first three books remain interactive. Each book has a different color. You don't want to click on the same book twice or you'll be sent to a reshelving location you've already been to. To reset Cogs-Bolts coordinates, turn off the buff for the 琐饰思考帽 at the top right of the screen. Re-equip the 琐饰思考帽. Do this everytime you find a tome. You'll see the coordinates in yellow at the top middle of the screen.

I was unable to get this note from Bobby Carlisle. Many people are just saying to just complete previous secrets but I had done all of them, including the following day's secret, but I still could not get this one.

It turns out I could only see it on one my characters - and not the one I had done all of the other secrets on (my OG main). The one I got the note on is my highest geared character (if that matters).

For some reason I already had a copy of 肯瑞托线人的笔记 in my inventory and the quest was not available for me. I left the item in my bank and went back to 鲍比·卡莱尔 and the quest was now there.

Bobby Carlisle provides the quest: A Special Book, which gives Kirin Tor Contact's Note.
Not sure why the quest isn't mentioned in previous comments.
