Good for group PvP, especially for Trolls since it stacks with Berserking last I heard. Also good in PvE for encounters where the person you're healing takes prolonged increased damage, like Nefarian's Warrior class call (MT goes from taking 90% damage to 110%) and any Enrage-based mechanic.
The change to down-ranking heals makes the repeated use of rank 1 greater heals fairly weak. Sure, it will still be a good trinket, if not just for the 5% reduction, but most priests will have to swap from Gheal 1 to Heal 4.
I find this less useful then other trinket out there. Unless your gonna spam greater heals in that 15 seconds get a better trinket. Also this takes forever to get if your low on DKP.
This trinket is insanely good for the times when you're the primary healer in a 5-man instance. Popping it and being able to heal for 3000+ in 1.5 seconds is the priest equivalent of a Nature's Swiftness HT/HW, except that you can do it up to 10 times over the 15-second duration of the effect. Being able to pump massive amounts of healing into multiple targets who are low on health has saved me and my group from wipes more than a few times.
The fact that this trinket's effect is percentage-based and thus stays the same at level 70 and beyond (assuming Blizzard doesn't nerf it) makes it useful well into the future. This is in stark comparison to the druid's version (Wushoolay's Charm of Nature), which had its effect converted from reducing the casting time of Healing Touch by 40% to increasing spell haste rating by 400. This means it becomes less effective as you level up...at level 60 it reduces cast time by 40% (exactly like the old version), but at level 70 it reduces cast time by only 25.3%.
It has indeed been improved to 400 haste rating. haste applies to all spells though, not just GHeal.
Current build of the 2.4.2 PTR has seen the 400 Haste Rating reduced to 70 Haste Rating.
