潜伏精灵波尔多酒 is one of the drinks you need to bring to Vazallia to complete 龙之假日 quest.

龙之假日 is a hidden side quest. You can reveal it by talking to Vazallia 觉醒海岸 at 20.18 39.58.
Ask her <<What are you doing here?>> to reveal the quest. If Vazallia is not here you need to wait until she get back from patrolling.
All drinks can be found across 觉醒海岸, you don't need to travel to other zones to collect them.

潜伏精灵波尔多酒 is part of a hidden sidequest that rewards 斯派拉苟斯 in the Waking Shores called 龙之假日

To gain access to the quest you'll need to complete the campaign in the waking shores, up to Wrathion's Gambit. Once you've done this, you can pick up the quest from 瓦扎利亚 at the Hissing Grotto.
/way 20.14, 39.54

She sometimes turn into a dragon and fly around the grotto, where you can't pickup the quest, just wait till she's back at the cave in human form, should be around 2 minutes at max.

To be offered the quest, speak to her and ask her what she's doing. She'll reply "Anything I want" and offer the quest.

Before you do any quests, two of the 6 drinks, you'll need for the quest, are available for you to pick up:

Once you've picked up the quest, three more drinks will be available without any extra steps:

For the Whirlwind Wine there are three steps:
1. Purchase 库尔提拉斯红酒 from 寇拉·弗塞尔斯 at /way 43.0 67.4
2. head to /way 76.32, 47.33 and find a Rampaging Wind mob
3. Throw the 库尔提拉斯红酒 at one of the Rampaging Wind, and it will spit out 旋风酒 into your bag, so make sure you have room, or you'll have to do it again.

For the final drink, 火箭手朗姆酒 you will need to complete a side-quest chain called The Worldbreaker chain. You can start the chain at Ingot /way 39.44, 48.30 Ingot

Once you complete the chain, 商人维克希尔 will be inside the cave and to the left of where you've been in the questchain

Once you've got all the items, head back to 瓦扎利亚 at The Hissing Grotto, and get your own little Spyro Dragon 斯派拉苟斯

龙之假日 is located in 觉醒海岸 on the shore west of Obsidian Citadel
To start the quest ask 瓦扎利亚 "What are you doing here?"
She's patrolling the area in her dragon form so it may take some time for her to come down

Not only is the Stealthy Elven Port so stealthy, that it doesn't show up in the quest turn-in window, once you've collected them all. The 'r' in 'strong' of the text "A stong flavor that.. sneaks up on you." is gone.
