Likely available after completing the Tauren Heritage Armor questline.
No idea why it's not a Toy though, ~~as you can only do the questline once per account.~~

Edit: ok, there is a string implying it might be intended as a Toy:

82_TAUREN_HERITAGE_TOY_ERROR - You must be an honored tauren.

leobolin is correct in that this error is used when you racechange away from Tauren after acquiring this item, but I rather wanted to focus on the word "Toy".

If a Tauren loses this talisman, it can be repurchased from Brave Tuho, the Thunder Bluff Quartermaster.

Does this summon a different spirit guide for each character or class? I see the one in the screenshot is a plainstrider, but my paladin received a swoop.

2nd edit: I've do this on all my Tauren. After getting a Kodo on my main, I tried abandoning the quest three or four times on my next Tauren, in an attempt to get another Kodo, but when you restart the quest, it's the summons the same spirit again. After I thought about it, I was glad it couldn't be cheesed! It's nice to discover what animal each character gets!

As a Tauren Rogue, you get a Spirit Swoop. It does a flip, and then despawns. Kind of cool!

They should make this item a toy, which would only be usable by Tauren and HightMoutain.
