Note that if Calydus is your combat follower, he will also not appear. Take him off duty and return to his area (by the weapon altar) and he will return.

In case you are coming to buy this mount now, he will be at his location if you don't have one of your artifact weapons with you. Also, as someone else stated, make sure he is not your combat ally.

In regards to the "Horses are too big and scared to fly!" person: I doubt a demonic horse has the same instincts as a regular horse. Given an NPC's threat to feed you to the dreadsteeds, it's probably carnivorous too. Or did you assume that they had oats and mash for it on Xoroth?

Also, more importantly, it's a game. It doesn't have to be realistic, jfc.

Calydus, the vendor, may not be visible if you have deactivated him in your mission table. Activate him, even you overcap on followers, and then go find him to buy the steed.

For some reason, I can't use this mount unless I'm on my Warlock. Even though it says "account level mount" in the tooltip.
