Stand by 大法师欧妮娅拉 when you use this item, and you will get to watch the recruited elementals appear and, uh, flow off; it's the same animation as when recruiting water elementals normally.

TL;DR for those going for the Raise an Army for <class hall> achievements:
All of these types of items count towards the achievements, but most of them are non-renewable. All but one of the renewable ones probably aren't worth pursuing if you don't already have access to them, as they are a chance from 4 mid- to post-class campaign champions, plus 1 very rare all-classes champion. The potential exception is a Tier 5 Order Advancement for death knights.

There are a handful of items that let you instantly recruit a 2-vitality troop for free. They can't be used if you are already capped on that troop type, or have started all work orders for new ones. Most are a one-time quest reward from each class hall campaign (listed here; ignore Unique (5), you'll only get 1). Death knights can get renewable ones from an Order Advancement (class hall upgrade). Demon hunters, shaman, warlocks, and warriors can get renewable ones from specific champions; these champions have a chance to return from successful missions with a troop-recruitment item, but must be uncommon quality or higher to do so. (Fresh level 45 champions need 8000xp to become uncommon quality. If you have a bunch of Nethershards lying around, Warmage Kath'leen sells Grimoire of Lost Knowledge for 2500 Nethershards.)

Reanimation — 死亡骑士, Tier 5 Order Advancement
The Reanimation advancement gives successful missions a chance to give you a Pile of Bits and Bones; combining 5 summons a 1-vitality Abomination. You can only have one Abomination at once. This advancement takes 18 hours to research, plus the total of 23 hours it takes to research the 4 tiers before that. This could be worth pursuing for the achievements if you have the 4150(?) Order Resources to spare, since you'll be waiting on missions anyways.

Lady S'theno — 恶魔猎手, post-class campaign
Lady S'theno can bring back Summon Royal Guard, which summons a Coilskar Brute. You can only have one Coilskar Brute at once. She is recruited at the end of the Champions of Legionfall/An Urgent Message questline, after the class hall campaign.

Magatha Grimtotem — 萨满祭司, post-class campaign
Magatha can bring back Summon Grimtotem Warrior, which summons a Grimtotem Warrior. You can only have one Grimtotem Warrior at once. She is recruited (unfortunately) at the end of the Champions of Legionfall/A "Humble" Request questline, after the class hall campaign.

Lulubelle Fizzlebang — 术士, late-class campaign
Lulubelle can bring back Summoning Portal, which summons one of your 2-vitality Imp troops. She is recruited near the end of the warlock class campaign.

King Ymiron — 战士, mid-class campaign
King Ymiron can bring back Scream of the Dead, which summons one of your 2-vitality Valarjar troops. He is recruited in the second half of the warrior class campaign (at level 44, so he'll need 3000 more xp than the others).

Moroes — all classes, rare dungeon drop
Moroes can bring back Dinner Invitation, which summons a unique, 1-vitality dinner guest. You can only have one dinner guest at once. He is recruited from Broken Pocket Watch, a rare drop in Legion Karazhan, and requires 2 missions to recruit; you'd finish the achievement manually before you could both recruit him and get a Dinner Invitation item from him. If you happen to have him already, I did test and confirm that his dinner guests count towards the achievements, despite being non-class hall troops.
