This Toy, 棱彩装饰 will be sold as a new gold sink item by the Mad Merchant. It will cost 250,000 gold.

Note that the gold cap is being increased to 10,000,000 gold in Legion.

Where can I find 疯狂的商人?

疯狂的商人 can be found in The Wonderworks Toy Shop in Dalaran. He is on a very random spawn timer, reportedly as short as 4 hours, and as long as a few days! Once someone purchases from him (after he has spawned), he will stick around for roughly 1-2 hours before despawning again.

As such, it's a courteous move to announce in trade when he spawns!

~~Last 20sec with 20min CD? WTF is this? I hope that 100k is a placeholder. If it was like 5min CD or something I would pay 100k for it gladly & make sure to use it on CD.~~ Now a 2min CD and VERY much worth the gold it cost, at least to me. Will be buying this thing as soon as I see that gnome show up and macro it to my warrior's charge.

Edit: This is the best purchase I have ever made in the 12+ years I have been playing this game. I macroed it to my charge and my heroic leap and now I have a rainbow following me all the time into or out of combat. 250k well spent, 2min CD is more than enough to say you should buy this. I am having a blast just leaping around in SW while doing my AHing because of this.

It is NOT on global cooldown so you can macro it to one of your spells. It also works in regular BGs and is pretty fun to kite horde with it and have them eat your rainbow dust!

In 7.3 the cooldown was reduced from 20 min to 2 min, which is a very nice change for such an expensive toy.

When I first got this I was pretty underwhelmed with the effect for the cost of the item. However, once I figured out (yeah I know, bit slow) that is has a much bigger effect when you move, I'm much happier with the exorbitant cost.

If you're macroing this item to a spell you should know:

Using it breaks stealth.
Using it while selecting a target or placing a targeting circle for a spell (e.g. picking where a warrior's Heroic Leap lands), cancels that action.

To avoid breaking stealth add within the /use command, such as:
#showtooltip Sprint
/use Prismatic Bauble
/cast Sprint

To avoid cancelling a spell target, put the bauble before the spell in your macro.
#showtooltip Heroic Leap
/use Prismatic Bauble
/cast Heroic Leap

For Wild Charging druids:

If Stealthed, you will not use the Prismatic Bauble, so as to prevent breaking Stealth. Else, enjoy the rainbow trail!

Here is a more complex Dash macro:

If Stealthed, you will simply Dash with no special effects.

While not Stealthed, this macro will trigger the Bauble, as well as break roots/snares upon Dashing.

疯狂的商人 can be tracked using the NPCScan addon, in the settings choose "Add manually" and enter the ID of this NPC: 108468, click OK. At first there will be the inscription "Unknown: 108468" (but the addon will already search for this NPC), after the relogin there will already be "The Mad Merchant: 108468" (screen).
You can leave the game in the minimized window, if you configure the audio signal, then as the NPC appears, you will immediately understand this. Good luck! :)

For the amount of gold this costs (I bought it out of sheer lack of willpower), the CD should be shorter and the length of time it stays on you should really be much, much longer. I don't really feel like I got my money's worth. :(

I created an account solely to make this comment. Getting this toy and macroing it to Angelic Feather changed my life. It's such a pretty toy on such a low cooldown. This is THE BEST spent money ever as long as you just macro it into any ability that you use at least every two minutes. It works in m+, raids, timewalking, and (I think) arenas/bgs. This is how they need to create toys.

To farm- I had an alt log into Legion Dalaran and sit in the Mad Merchant spot. Checked every 45 min-1 hour. Checked before work. Checked during cooking dinner. Random little spot checks. Found him one morning! Also check LFG, I've seen people still put it in LFG.

Found the vendor after camping the spot over the weekend and randomly checking parked toons in the toy shop. A few things to help if you're looking, join the Secrets Discord, people will post if they find it in the chat and you can setup an alert notification. I actually found him and posted to the Discord and local trade.

If you randomly check the toy shop, just taking five minutes, you should find him in a week. But it's better if you ask your guild or friends to help out.

For anyone wanting to macro this to abilities without getting constant error speech/text when the toy is on cooldown here's a macro for getting rid of them without disabling errors for everything:

/run C_Timer.After(0, function() SetCVar("Sound_EnableErrorSpeech", 1) UIErrorsFrame:Clear() end)
The red error text will still show up for a split second, but this is far less obnoxious than the endless error spam.

Annoyed of the sound + text of error messages?
I can really recommend the Addon "ErrorToggleCommand", to get rid of them completely for this one.
(You need the Addon for the command /error_off/on)

Macro is also short. For example:

/error_off

/error_on

Just a friendly reminder that this item is sold by a vendor associated with a faction (Kirin Tor), so being a Goblin provides a maximum discount through their racial ability "best deals anywhere."

If you're as greedy as I am and don't like to play goblins you better begin. A solid discount is worth starting a new char.
I've just bought it from 耶比托·乔巴斯 for 200k having a 12 lvl goblin. It's not obvious how to reach Broken Shore as a low-level alt so here's a tip: after finishing starter quest chain and reaching capital city at first you should choose Chromie on the Command board and only then choose the Broken Isles timeline at Chromie. Otherwise you'll get an error message "You do not meet the requirements for the chosen dungeons" trying to board a ship to Broken Shore 破碎海滩之战
