I did this by waiting for the dwarves to kill the friendly npcs, then they aggro on you. Eventually Razorscale will be permanently grounded. Hold the dwarves in front of him and take the breath. Toasted dwarf = achievement!

Note: as a mage and a priest, we found out that unequipping our weapons gave us melee hits that could aggro the dwarves without killing them (20-30 damage per hit).

Just completed Iron Dwarf this morning on my 110 BM Hunter.

1. Stripped down till I was around ilvl 250.
2. Equipped ilvl 200 gun.
3. Dismissed pets.
4. Triggered event, and hung back as harpoons were built, let all the NPCs die. They aggroed on me, barely plink damage. Did NOT fight them.
5. Waited a few waves until enough dwarves spawned, fired harpoons and shot boss once. That was enough to take her down to less than half health.
6. With mobs still trained on me, turned away from boss and let her go through breath cycle. I tabbed through the melee to see that they were taking very nice damage, but again did not engage any of them.

About four breaths in achievement granted.

This was still a little confusing to me as a first time Ulduar visitor. I went in alone with my lvl 100 Hunter and no skills or gear to speak of.
But this worked for me the very first time around:
1. Don't do anything. This will take a few centuries.
2. The dwarves will build up the turrets and get attacked by the bad guys, let them get killed.
3. Eventually, you'll be the last one standing (except Bronzebeard) and they'll all come after you (they'll ignore Bronzebeard).
4. Use the 4 harpoons to get Razorscale to the ground.
5. Wait right in front of her nose. Wait. Just wait for it.
6. She breaths on you and the bad guys, in my case a few times.
7. They die, you get the achievement.
8. Finish her off.

Hope this clears things up for other noobs like me ;-P

This strategy has been posted a few different times with varying degrees of clarification, so let me simplify it a bit.

Just completed the meta achievement a few minutes ago on an ilvl 876 BM Hunter.

Strip down. Less gear, less damage you'll be dealing. Be certain to have a few healing potions or a class with some sort of healing capabilities, just in case.
Start the encounter.
Hardest part: do nothing. Don't attack the dwarves, do not use the harpoons. Allow the dwarves to kill off your engineers. You're waiting for Razorscale to enrage. You'll see the following notification in your chat log when she does: Razorscale goes into a beserker rage!
Once the engineers are dead and Razorscale enrages, trigger the harpoons.
As soon as Razorscale lands, punch her a few times and bring her health below 50% to keep her grounded indefinitely.
From this point, simply stand right in front of her and allow her to cast 烈焰龙息 repeatedly until 25 dwarves have died to it. Takes 2-3 breaths to kill off the dwarves.

I highly recommend doing this encounter on a Hunter for 假死 to reset the encounter if anything goes awry or if you did not collect enough dwarves.

Fair warning: Don't take the BfA nerf lightly... l thought she could take a simple Fire Blast even without my ilvl370 staff on (overall ilvl is 377) and she just immediately died. Just keep punching. Gonna have only this left for Glory now. :p Oh well, next week...

I think I need some help with this. 120 Blood DK. Ran through with a buddy of mine and twice (yes we tried it again on alts) and each time, she would come down and breath her fire breath on the dwarves, not doing a whole lot of damage to them, ans then just randomly die. Anyone else have this problem?

120 ret pal, hitting a guardian with no gear/weapons on kills them instantly. Not sure if this achievement is still obtainable on max level characters.

I was able to complete this on 14 May 2020 with my 120 DH. I died and used resurrection sickness to reduce my damage dealt and only had my 465 ilvl weapons on. I was able to hit the boss a few times to drop him to 50% and complete this achievement in one go. The mobs don't do any damage to you at 120 even while naked so you have plenty of time to get the achievement.

If you're unable to get all 25 dwarves killed during phase 2, you can jump off the ledge, reset, and repeat.

Here's how you do this, I just did it on my 120 demon hunter (ilvl 433).

Take everything off first of all. Even if it's not necessary it makes all the difference in case you hit razorscale or a dwarf and accidentally kill it.
Next, start the encounter.
Do nothing, watch the dwarf engineers make the harpoons, get wailed on by some mobs, but do nothing. Don't fight back, don't help, don't attack. Nothing.
The harpoons will become ready, and then engineers pull back. Let the dwarves kill the engineers
Once engineers are killed, Razorscale goes berserk and there's a raid message saying so. IMMEDIATELY USE ALL 4 HARPOONS.
Bring Razorscale down to the ground but do not attack. Kite the dwarves to the front of her mouth. Wait.
Let razorscale do her blast thing, and you get credit for those dwarves killed. She breaks the chains and flies up.
Fall off the edge of the cliff and release spirit.
Teleport back to the colossal forge, restart from step 2. Repeat until 25 dwarves are killed, you will see the tracker in your achievements menu
Once 25 dwarves are killed, punch Razorscale. 2 or 3 is enough

Just did this today (Patch 8.3.7, 7/26/2020) on my 120 Demon Hunter.

Item level 0.0 == no gear, no weps. Seriously, only shirts allowed.
Start the fight.
Wait for loads of stuff to spawn, and the 4 harpoons to get ready. Eat your popcorn.
Enrage by boss is GO time. Launch all 4 harpoons, then hit boss (melee) until 50%, so it's grounded. Was like 4-5 hits for me.
Stop hitting, and target something else than boss.
Get blown upon until most dwarves are gone. Run up stairs to reset if you need more.

NOTE: I needed two runs to get all 25 for achievement to pop.

- get your eq off
- start the fight, do not do anything
- when all 4 harpoons are up get him grounded and get him to less than 50% hp - so he will be grounded for the rest of the fight and will be spilling the breath
- jump off the cliff, and repeat

Was doing this with a friend, we did the whole "take your gear off, punch them until she breathes fire and kills them with 1 breath" but it simply wasn't working. punches were just way too much at lvl 60.

berserk strategy is by far the most efficient one. get all 4 harpoons repaired, gather dwarves, wait for her to go berserk, launch harpoons, make her breathe fire and insta kill everything. you get the achievement as soon as the 25th dwarf dies.

I struggled to get the achievement for a while, because I made to much damage with any class, but it worked for me with this method and a beastmastery hunter level 50 (60 also) in 9.0 Shadowlands:

1. Undress (even the weapon), so you don´t oneshot the adds.
2. Start the fight and just wait, until every harpoon is ready. Ignore the incoming dwarves and let the workers be killed.
3. Use all harpoons and go near the boss, if you think there are enough dwarves around.
4. Just punch the boss to slightly less than 50% life.
5. Use the tar trap under yourself to tag the dwarves and wait until the boss starts breathing.
6. If there haven´t been 25 dwarves around or the effect of tar trap vanishes, just use faint death to reset the fight and start over.

It may take some tries, but it worked for me very well. Just take your time and use the tar trap (it´s important, because you need to tag the adds, but don´t want to kill them).

This was bit of a pain to get done. 3 characters, first one killed it too fast(was lvl 60 and naked). Second character(lvl45 and naked), didn't register all the dwarves so I tried jumping off, got stuck and the boss died just a seconds before I managed to get unstuck.
3rd character(lvl 50 and naked), also lot of dwarves killed didn't get registered so had to kill myself 3 times before I had enough.

Curiously, when I first earned this achievement, the counter showed 43 / 25.
I tried burning some more dwarves during another Ulduar run, and the count increased to 48 / 25.

For whatever reason, the game keeps tracking your progress towards the achievement even after you have already earned it.

I was helping (yet another) friend with this today... first time for a while really (certainly the first time in shadowlands).

Did the whole getting nekkid part, and had them collect the dwarves in a spot (while I single target killed the unnecessary adds to keep the room a bit clearer).
When it came to getting them low though, even basic autoattacks (while naked) were killing them (at lvl 60)

I suggested we just wait it out... harpoon her down again and again, but basically otherwise do nothing (except keep the dwarves safe, and remove the unneeded extra trash)... would take a little while (5 sets of harpoons...), but should work. There was no risk of us dying after all (zero damage being taken).

By the time the 3rd set of harpoons was ready though, she'd gone berserk... and then 1shot the adds (with her 900% damage buff :D ).

So yeah... You really don't need to worry about getting them low... just stop and wait until berserk, then use the harpoons. Way easier and so much less risk involved

As a hunter its to easy.
NO pet out.
kill till you get all harpoons up.
Let the mobs kill all you ally then wait untill you got enough guardians up.
Fire the harpoons and get him down to the ground, gather all infron off him and wait.
If ya dont get all kill just feign death and start it over, the first kills are counted so no worry.

Just completed this as a level 70 Spriest, 418 item level but can probably be done with any Priest spec.

Make sure to have two points in Crystalline Reflection on the class talent tree.

I killed everything until I shot the four harpoons.

After that I went afk for 10 minutes so the dwarfs can spawn and Razorscale can beserk.

Once beserk hits, gather the dwarfs up from the back.

After that I just kept my Power Word: Shield up and reflected about 1% of Razorscale's health per shield.

At 50%, Razorscale comes down and kills on the adds.

Not the quickest but guaranteed to work without the fear of one shotting the boss.

As of 10.7, here's an easy way to get this achievement. It also works in groups. Do NOT be in tank spec, and make sure you're not equipped with gear that'll proc and do damage to enemies. Ensure those are off, start the repairs.

You can kill the Dark Rune Watchers & Sentinels, but let the Guardians stay alive. Wait until the is 30-10 seconds from Berzerk, shoot her down, and stand near her face. Make sure you're close enough her head is not on you but the dwarves aren't under her chin. Her berzerk breath will 1 shoot the dwarves, and if you got an instant cast like Earthshock, you should be able to get ALL the achievement sin one go.

Completed as of Patch 10.1.5.

In order to complete this, you will need Razorscale to use her frontal attack while grounded in order to kill the dwarves. However, if you bring her down using the harpoons, she will do a single breath and then return to the sky and render the harpoons unusable going forward. Here is how I completed this in 10.1.5 where taking your armor off and punching her to below 50% no longer works due to the scaling of how much damage your fist do:

1. Talk to NPC to start the encounter.
2. Protect the Engineers while they repair all 4 harpoons. Do not use the harpoons.
3. From here, I waited until a good chunk of dwarves spawned. (I used the addon Instance Achievement Tracker to tell me when 25 dwarves were spawned.
4. I then grouped the dwarves while I clicked the harpoon. (Make sure she has enraged as others have noted before bringing her down). She will be stunned for a short time and then she will do her frontal attack, killing dwarves.

Now, at this point, you would get her below 50% and she would permanently stay grounded. That isn't possible anymore. So, instead, you can run to the ledge on the other side of the arena, jump off, and then restart the process until you reach the total of 25. (It will keep your progress from a previous attempt).

I ended up doing 23 in my 1st try, then finished it off in the 2nd try and killed the boss after getting the achievement before she flew back up.

Step #1: start the event
Step #2: kill any dwarves that attack the engineers. Ignore anything that is attacking anyone else. Do this until the engineers have built all four turrets.
Step #3: path dwarves into all remaining friendly mobs (except the commander) so that all of the friendly mobs die, and all of the hostile mobs are attacking you
Step #4: run around the area, collecting new groups of dwarves that spawn. Do this until you have 25 guardians whacking away at you.
Step #5: activate all four turrets
Step #6: Run directly in front of Razorscale and wait for her to take a deep breath.

2024 Easy Mode

1) Get nakey, no pets, no weapons.
2) Talk to Expedition Commander to start fight.
3) Run up to dwarves emerging from mole machines.
4) If you have a taunt use it; if not, punch a dwarf here or there to keep them on you.
5) Keep them off the friendly engineers - those NPC's need to fix the 4 turrets.
6) When the turrets are all fixed, stand near them and keep aggro on as many hostiles as you can.
7) Razorscale is still in the air. Your cue is when you see "Razorscale goes into a berserker rage!"
8) Use all 4 turrets to bring the dragon to the ground.
9) Run up and punch once.
10) Run back to near the turrets - hopefully with a bunch of dwarves.
11) Make sure you're in the red hit box with dwarves between you and the dragon.
12) "Razorscale takes a deep breath..."
13) If you don't get all 25 at once, no worries. Jump off the platform and die.
14) Take teleporter to Colossal Forge.
15) Go back to Step 2 and repeat until you get all 25 you need.

If anyone is trying to complete this achievement in the current patch 10.2, just be warned that dying mid instance to reset the boss seems to break the game.
Was attempting to complete the achievement did all steps and the jumped of the edge to reset and get more dwarves to kill, character bugged out and was unable to release spirt.

Extremely easy method for a guaranteed 25 dwarves in only 1 pull.
Simply wait till you have 26 dwarves (they spawn in packs of 2) then bring down razorscale and phase her to her ground phase. While grounded she will still cast her flame breath. Just stand there and look pretty until she kills all the dwarves for you.
With this method you never actually have to attack the dwarves so you'll never kill any on accident.
And her enrage shouldn't do much but tickle you if you're max level.

To do this as a caster in 2024 (or later), buy a mid-level wand and use that to lower the boss' health to 50%. Then stop and follow the rest of the strat.

I found a Wavebinder's Rod worked nicely and was cheap on the AH.

Other classes can probably similarly buy low-level weapons if you're having trouble. Not certain as I don't play melee classes.

As of TWW it's no need to get Razorscale to lower than 50% HP. You just gather all the dwarves around you while letting your allies to fix all four harpoons. Then wait for 'Razorscale goes into a berserker rage!' message (you may even fire three of four of them before that message), ground her with the last one and stand right in front of her till she 'takes a deep breath'. If she won't kill enough dwarves just suicide from the cliff and go again. The dwarf counter doesn't reset. That's it.

On February 23, 2025, during the late stage of Patch 11.0, I earned the achievement. I recommend using a Brewmaster Monk tank spec and taking Black Ox Statue, as it makes things easier.

1. Initiate the pull by talking to the NPC, then place the Black Ox Statue slightly ahead of the second and third harpoons. This should ensure that all adds get taunted. If any are missed, manually Taunt them and drag them to the statue.

2. Let the Engineer repair the harpoons and make sure they stay alive. Taunt the Guards to the Black Ox Statue, and single-target the Sentinels to kill them.

3. Click on all four harpoons to pull the boss down. Ensure that the adds gathered at the statue are positioned in front of the boss. The boss will be stunned for a moment and then start Deep Breath, breathing fire in front of them. This will burn the adds, reducing their HP by roughly 20%-25%. The boss will then fly back up and destroy all four harpoons.

4. Repeat steps 2 and 3. After about 4-5 cycles, adds will start dying, and the achievement tracker will begin counting. Keep repeating until the achievement pops. Took me about 15 mins.

With patch 11.1.7 you got no chance of doing this on one character. You'll need several runs unless you have a lower level character. The mobs have a max level of 32 so you'll need something higher than that, maybe 50-60 if you want to do it in one go. If you're using 70-80, then you'll need multiple runs.

After you bring down Razorscale with the harpoons once, even if you don't damage her, she'll still kill a few of the dwarves, provided she is berserker raged/engineers are dead. This may take 10 different characters to finish. It's tedious and time-consuming, but still doable.

Pull boss, grab dwarves without damaging them (heal, taunt, pass closs by). Some dwarves will run to enginiers, we do not want to taunt them. When enginiers repair all 4 turrets - do not use them. Wait till dwarves kill all enginiers. It will activate Enrage on Razoscale. After that use turrets, group up all dwarves in front of a boss, wait till she kill them and after you got achivment finish boss before she flew up. If you miss count - fall off a cliff, you wont lose your progress.

Just finished this achievement, today, 06JUL25. 11.1.7. No gear, walking to gather them up, wait for the berserker rage, harpooned, and completed in one go. The hardest part is paying attention as you watch a video on your second monitor (or other device) for the message.

You don't need to wait that long for the dwarves to kill the engineers. Just pull the dwarves over the engineers / stand on the engineers and they all die in a minute or so.

Note not all the dwarves count. It's just the medium sized ones. So the main delay is getting 25 of them. Each mole machine brings 1 plus 2 smaller ones that don't count (the big ones don't count either). So you can keep track that way.

You also do not need to damage the dragon at all to trigger the breath, in case anyone was worrying you needed to get it down to 80% or something. There's a bit of a delay (about 30 seconds), but eventually it just breathes.

Remember to unequip any items that have damage output (like the delve belt etc). But no need to go full monty.

i did this as a mage super easy
*remove items that might proc and kill dwarfs ( ring - trinkt - belt )
*single target the other mobs and kill them with fire blast
*repair 3 harpoons and leave the one in front of boss broken (2 on right and left one)
*this is the most important part WAIT for engineers and all other npc that help u to die because sometimes when engineer die there are some trappers left ( do not worry boss will not kill you even if he is enraged )
*shoot last harpoon and wait for boss to blast them

if you didnt kill all 25 just invis and do it again

Just successfully completed this achievement with patch 11.20.

I followed the advice from the other comments, stating to allow the engineers to fix the harpoons. Once fixed, allow the dwarves to kill the Engineers.

Once it says in chat, "Razorscale goes into a beserker rage!" activate all four harpoons, for me I left the 2nd one to last, as the dwarves would be right in front of razorscale's breath.

My first attempt didn't go to well. The engineer's died before they could fix the last one. So I logged in on a different character. Which I was then successfully able to get 13/25, but Razorscale broke the harpoon chains and died Instantly. I don't know how, my character was naked.

I then logged in on another character, and checked the achievements, and to my surprise, the achievement was still at 13/25.

Hovering over the achievement amount shield then gave me another surprise.

The tooltip read: Any character in your warband can make progress towards this achievement.

So i then proceeded to Ulduar, got into position, kept all gear on this time, had all the 4 harpoons fixed, then the engineers all died, razorscale then goes beserk, i use all the harpoons, make sure I'm surrounded by the dwarves in front and waited for the message, about razorscale taking a deep breath...

And... BOOM! the achievement popped up!

I've just learnt today that there is two types of achievements.

1) Any character in your warband can make progress towards this achievement.
2) Progress towards this achievement is tracked for each character.

As a bonus I actually got 26/25!

So no more having to wait for weekly reset, just try over multiple alts.... It's a warband contribution achievement!
