Flex is the only right answer. Less planning and trying to find replacement if someone is missing. No Bench rotation. Pretty much everyone can join whenever they want.
Flex raiding is the best number.

Flex raiding allows you to eliminate the need for having a bench in smaller/fixed raid sizes (10/25). It did A LOT for us in SoDsucks that the balancing can be super weird but even in wotlk/cata/so on in STRONGLY favors 25 anyways so
10, and not only for classic.
Flex raiding. You can play with your mates and won't need to worry about benching anyone.
Flex raid BIS raid. Minimal 10, cap of 30. This should be for all difficulty levels in every raid in the game if we're gonna revamp. It's just the best way to retain players without punishing people for not having enough or too few outside of meeting the bench mark for minimum.
We learned real fast in retail that flex is best because you aren't defeated by roster boss.

SoD endgame nailed it imo. 10-20 and 20-40 flex. Done.
Tune for 20 but allow up to 40 (and 10 and up to 20 for smaller raids like ZG) is the best way for Classic+
Flex obviously is the correct answer. I bet if we had flex mythic raiding in retail raiding participation would spike again.And it doesn't even need to be unrealistic. A 18-22 player flex would be enough, and still in a balancable range. Or make it flex after the first world race is through.The big issue currently für mythic raids is that you need exactly 20 players. So, if someone can not be there, you need to have a backup player to take his place. And what do you do with that backup player during the weeks the other player is there? And the same (at least) for all roles. This might have been feasible 20 years ago, but this does not fly today. No one is joining mythic raiding guilds to be benched and wait for someone to drop out. If you bench someone two weeks in a row he is gone looking for another raid, and rightfully so. That fixed system is completely outdated, and it's even more astonishing that, although the technology exists already, the refrain from applying it (again) to their top difficulty.
40 for main raids. 20 for zg/aq20 style. anything else is not vanilla anymore and can just be called retail minus
Blizzard are stupid if they look at sod having an average around 25 ppl and thinking oh that's nice. We were around 26 but the ONLY REASON was because the raids weren't flex and we have constantly ppl going on vacation and other reasons to miss raids. So we had to over staff. Most were unhappy but played since we wanted to experience the new raids. We constantly wished it would be 10man that flexed up to 15 or 20 but that never happened. And for classic+ THEY HAVE TO MAKE THE RAIDS SCALE. it felt so pathetic and %^&* that the raids became a walkover just because we sometimes had all our raiders present so we went with 30. We had several people quit because they didnt enjoy the walkover and wanted 20 man group max. Main reason they see 25~ raids in sod was that most ppl had to over-recruit because of the insane amount of leavers. For a while we had to recruit 5 ppl a week every week.10 is way more easy to organize and it allows all the ppl in the guild to talk during raids and be more social. As opposed to 25 where it would be too many so now you're stuck with just raid leader plus one more talking, and rest just staying silent whole raid, every raid. I wish for 10man that scales and flexes up to 15

Personally I'd love to see more flex raiding earlier on. I'm sure many people would prefer them however going up to 40 players.On that note however from what I've seen in classic (which isn't really first hand, but footage and talking to those that have) its a lot of stand and burn just with large numbers of people. If you're going to have up to 40 players, it would be best to actually utilize them. make them split into 2 large groups that may need to split further to tackle issues as they come. This mechanic could be quite difficult to flex however. So when taking this into account, maybe flex raiding isn't the real solution for those that want that mega raid experience.With current raids that I have personally seen. sure we split. often into 5 man groups for 10m or a 12/13 split for 25m. it doesn't really tackle what I was mentioning. Say you take a 40m raid. and 10 people are needed to tackle just the main boss. and the remaining 30 need to split into 2 15man groups to defend the sides, but you'll need to have a few say 5 break off and handle random issues that may arise, maybe communication needs to happen to have a mobile ranged group that goes back and forth between the 2 splits to handle a large flying enemy that must be nuked down before it destroys the melee. or melee group that needs to control and burst down some anti-caster mob trying to eat your ranged.There are many scenarios that could play out with a larger group that may not be possible with only 10 players. or if they could.. it would drastically alter the feel of it being a raid and become more of a solo encounter with high responsibility.While I would love to see a classic+ what I think I really want is a classic that isn't classic. I want to experience the raids, but I don't enjoy the leveling. And if I ever do, I'm not sure I'd enjoy the fights given that from what I've seen the boss fights don't even last 5 mins and have almost no mechanics. This might nullify any of my previous comments to some of you or come across as I'm someone who wants to destroy your beloved game. I think classic did have a lot going for it.. just wasn't executed very well and could take a lot of reworking with the new knowledge they've obtained over the last 20 years.
