you get them from the weekly quest at the new Avalalon, you need 6 of these to combine for a chalice and a crafted scarlet item to trade for a tier piece

As of 2025-04-15 the Scarlet Junkbox only drops one (1) Jostled Chalice Fragment per week. You only need three (3) to create a Crusader's Chalice now though. https://us.forums.blizzard.com/en/wow/t/season-of-discovery-hotfixes-april-17/1788040/913

You take the quest from Bryon Steelblade, then run to a similar room (left of the entrance) where a crate is lying, and pick it up.

Next, take any piece from the Scarlet Uniform set and use the picked-up crate to disenchant it.

You receive a different box.

Run back to Bryon and talk to him.

Turn in the quest to receive Scarlet Junkbox.

Open it and loot 1-3 Jostled Chalice Fragment.

Three Jostled Chalice Fragment will give you Crusader's Chalice.

With this item, you can upgrade one piece of the Scarlet Uniform to Tier 3.5 at Bryon (e.g., for Warrior: Lightbreaker Greathelm).

You can choose gear for DPS or Tank.
