Ok. I am just gonna toss this informational hand-grenade into the pile. And let all of you other dudes figure it out.
I got myself some incredibly high parses in 2020 as a shadow priest, without power infusion, due to being clever. Using the game for what it's worth.
My development and theorycrafting ended with this:

If a raid have 1 shadow priest, 2 or 3 warlocks, and the group has 1 shaman healer that know how to totem-twist, you have solved the entire "shadow threat" problem mostly.

The warlocks, or at least 1-2 of them want to go for the shadow proc effect. DOT's don't drain one of the 4 vulnerability ticks a warlock's crit generates. And other locks benefit as well, not just the shadow priest. The shadow priest can thus snipe-hit mindblasts onto the proc effect and gains a vast amount of damage.
The warlocks can also do this. But what if they keep critting? OH NOES, gonna take THREAT! Woops. There's that nifty shaman totem which reduces threat by 20%.

Tranquil Air Totem.

I have ZERO idea why classic timmies don't use the tools the game provide. Threat isn't an issue anymore if a shaman healer do their normal thing in your group. And use this totem.
20% more threat room means that all of your warlocks AND your shadow priest suddenly is no longer shackled by lower damage due to taking threat.
The trick good warlocks use, is to downrank their bolt if they crit and are close to taking threat. But suddenly you don't have to do that, that much more.
A shadow priest has to stave off using their Mindblast. And ranking down their mindflays to preserve mana or to ride the threat-edge in certain fights.

All repaired, because we use the game's mechanics.

Meanwhile, the warlocks wanna help themselves with having enough crit between themselves as well. This keep their +20% shadow damage effect up. And let them hit even harder.

Overview: S-priest give 15% damage to shadow. Locks give 10%, and make the boss easier to hit for all shadow users. S-priest off-heal the group, keeping them more safe and also letting life-tap keep locks at a way higher uptime in fights. But use runes and pots all you'd like ofc.
Shaman do their normal thing, but their tranquil air effect will be insanely useful. In reality, if all dps casters are near their threat limit, that shammy healer ought to be credited with up to 20% from the extra damage output by the shadow casters. 20-40-60% from them, + their healing? That makes the shaman wildly useful.

But the shaman can only gain as much extra glory and credit, as how much extra damage the shadow squad deals. Anyways, these are old un-used core-mechanics of wow classic.
There's no longer any real argument anyways to NOT give warlocks and shadow priests good gear due to this.

-------------

This post is in reality about herd mentality. About how mentally lazy midwits can be. Old problems, solved with clever theory crafting and finess by me/others.
Well, primarily me and my buddy. Because we enjoy breaking games and pushing meta's.
Shadow priests mana problems vanish with stronger "mage" gear. They deal more damage anyways and are thus more useful long-term anyways with 20% more threat to work with. This kicks in deep into classic, past BWL and past AQ as well if done properly.
There are clever and nice people working on a dps sim for classic, shadow priest at the moment. I bet one of their problems, is to face off the reality of what will happen if a shadow priest take threat or goes oom. I don't really care about that despite it being a very very good tool to realize what gear we ought to use. It's great for SOD.
What always was the PRIMARY ISSUE, is to take threat or not.

I got a loooooooooot more cheeky tools in my rucksack, dudes. But i won't return to classic. And i can't be assed to fight against nerds that sit around and lie to themselves about how "the game is solved". You are boring people, raid-leaders. Mentally lazy guild-masters. Your stale and outdated format don't generate "more fun". No, it's lame and the outcome is predictable BECAUSE it's outdated. And you embarrass yourself continuously, stacking the cards in the favor of doing "the best" dps, "optimally", whilst not winning anything by doing it anyways. So why bother being strict about gear? Your mom won't love you more just because you caressed the ego of another man-child mage? Or never try things that might give NEW, BETTER results?

The last factoids to cover, is that shadow damage from a shadow priest kinda explosively evolves once the target got freaking 45% vulnerability in total. And with SW:P having a 1.1x multiplier, you'll hit harder than ever on the target since what +dam you have, is boosted extraordinarily harder even still.

The battle-chicken Nightfall shaman-Haste build is a completely different story. To enforce more nightfall procs. Which add +15% more damage to ALL casters raid-wide, yet again. That axe is added in a way later patch.
That's where you want to parry hits as a shaman, because it yield temporary haste per current hit, which further makes the axe hit faster. Triggering the proc even more. Slower weapon = more procs. But if you hit faster with slower weapons, the proc is activated aggressively much faster. My last classic guild had a record-caster parse on a MC fight due to it, but we barely used it sadly.

I was salty once. About having a top25 parse on a boss. Without power-infusion and without TOEP. Bad gear othervise, too. AND being my raid's best DPS.
But i am way past caring. You make history by doing great, and pushing rules or using them. Not being stagnant.
You can farm arcanite crystals in dire maul east anyways, with mining and lesser invis pots SOLO. It's hard, but very consistent. You make 70g/hour.
We can flask forever. Run max dps consumes. Top the meters, like i did. Luckily, there's other games to play.
