This is the REWARD from the 3rd and last part of one of the quests inside Gnomeregan.

First, you need to get the Anneau sali, which is a quest item droped by Dark Iron Dwarves inside Gnomeregan (Ambassadeur Sombrefer, Agent Sombrefer)

Right clicking it begins Anneau sali, that requires you to clean the ring using Le Décapeur 5200, located at the Safe Zone of Gnomeregan where the Friendly NPCs can be found.
After cleaning, the machine will give you a small box neatly wrapped with a red bow, containing Anneau d’or brillant for next quest.

After, you'll be lead to your capital city:
Le retour de l’anneau (Horde), Orgrimmar to speak with Nogg
Le retour de l’anneau (Alliance), Ironforge to speak with Talvash del Kissel

Both NPCs has their own faction version of the same quest, requiring 1x Barre d'argent + 1x Agate mousse and Anneau d’or brillant
Nogg améliore l’anneau (Horde)
Amélioration gnomique (Alliance)

Rewarding the same huge stamina ring
Anneau d’or brillant de Talvash
