This is awesome, and fun. It's always a good sign when a talent makes me laugh maniacally.
On a serious note, the implications of this talent are amazing, especially if the Rend being afflicted was treated the same as a regular version, this would mean that, provided you kept enough rage, you could continually keep rend on all targets for the duration of a fight, without needing to re-use the rend ability itself.
Pretty sweet.

this skill works like pestilence. you put a rend on the target, pull a few mobs thunderclap them all and rend will tick on all those thunderclapped targets.

But this is good news:) What would be really good is if we got some numbers from an evenly geared Paladin and Warrior and find out which is better on a single target: Consecration or Rend? Rend has to be better! I mean a Paladin has more defensive skill than warrior's so warrior's need more threat, am i right?

That said, this talent is a big pro and a minor con in my book. The pro is that rend actually gains some priority usage now, especially in aoe pulls. The con, of course, is that as is mentioned above, the talent does feel like pestilence. Not knocking the DK ability in any way, just a little saddened that the aoe tanking solution given to warriors thus far has been to give them talents that turn their abilities into similarly functioning abilities of other tanks known for producing and maintaining consistent aoe threat. It was nice to see the change to Thunderstruck, which before now had been a blatant attempt at replicating Consecration. I guess the difference here is that a Warrior tank is always using Thunder Clap, thus providing rend with 100% uptime, whereas a DK would only use Pestilence when multiple mobs are present. Also, I think certain specs of rogue will love this talent. I recall seeing a random rogue I ran with who was willing to pay one of the warrior tanks in group to keep up a bleed effect during an OS3D zerg.

There's an orc in the damned icon for chrissakes! But yeah, this talent is pretty sick if you're an Arms Warrior with Taste for Blood. Pulling multi-mobs will be an almost guaranteed 100% uptime on Overpower, without having to reapply rend to a new target. Killing is already pretty quick and easy this will make it that much more of a breeze.

Not a reliable source of data but:
I did some slaughtering of a dummy on my level 58 warrior. With a heirloom sword(1h) equipped and some lower than level gear, rend was hitting for 100-101 per tick. My ThunderClap was hitting for around 200.
100 x 1.43(threat multiplier in D stance) = 143 = R
200 x 1.43 x 1.75(threat multiplier from TC) = 500
R x 2(tick per 3 secs. 6 seconds = TC's CD) = 286. This ability is basically increasing TC's threat by 50%! So pick it up! And this is only in c=rubbish gear and on a 58. it will get much better in tier 10. Maybe even 70% more threat...

Had to try this out, as I'm sure a lot of people will wonder about it.
You engage target A, and inflict A with Rend.
You then go for target B, and even though B is selected while you Thunderclap, B will get hit by Rend as long as A got hit by Thunderclap.

The general idea of this ability is a nice little warrior consecrate for warriors over the course of two global cooldowns. When you thunderclap, as long as one enemy you hit already has your rend debuff (have not tested to see if it works with a seperate warriors rend) ALL enemies you hit including the initial rend target will be afflicted with a new refreshed rend. In big pulls this ability along with three stacks of the new thunderstruck talent, my warrior tank in 264 gear spiked well above 14k dps on trash pulls. Beyond that as long as your dps gives you a few seconds to apply this talent, you can easily cleave and thunderclap spam your way through trash pulls.
On a more opinion related note i feel this is dumbing down warrior tanking as we were great damage soakers and single target tanks. Every tank filled a niche and this patch makes me think they could just make one tank class and let us change the spell colors as we wished and it wouldnt make much difference.

Along with Thunderstruck, I like this concept for making Thunderclap better for single target tanking as well. You always want the attack speed decrease from Thunderclap, and with it resetting rend and increasing the damage of your next Shockwave, that's just icing on the cake.

So, practically, this talent gives you the ability to refresh the duration of the rend debuff on your current target and add the Thunder Clap one, right?
If so, you could be able to maintain your rend on a rogue or feral druid all the time (
if you had managed to use it once on them regarding the great avoidance they have...
)
This talent will also be useful in battlegrounds and in arena (especially when you're playing vs rogue + priest/ rogue + mage)

This talent is very good for aoe tanking, specially at low level when all you have is TC and maybe Cleave. Rend will be one of your top damage ability in that case.

Basically how this talent works, Once you apply rend to a target, every time you thunderclap other targets while thunderclaping the target that you originally rended, it spreads the rend to all the targets ( their is no "aoe cap" or so to speak of) and it also generates a large amount of threat. It also applies rend at its full duration not at the duration that it was at on the original target when you thunderclaped, and every time you use thunderclap again it reapplies it at full duration.

For easier tanking, keep a 2-hander with you at all times and create these two macros
Blood and thunder macro
/cast thunder clap
/equip (name of two-hander)
(Be sure that it is in this order. It looks awkward, but trust me, this works)
Revenge macro
/cast revenge
/equip (name of main hand weapon)
/equip (name of shield)
As far as a rotation is concerned, you should charge in, rend with your tanking weapon, hit the blood and thunder macro, hit the revenge macro, then shield slam, then devastate/shockwave/whatever, wash, rinse, repeat. The important thing to remember is that after using your thunderclap, you MUST
MUST
MUST
use the revenge macro immediately to equip your shield and main-hand.
The way this works is that blood and thunder spreads the rend based on the weapon damage of the weapon equipped when using thunder clap. Therefore, if you're using a big 2-hander, you get 675 or so per tick instead of 300. Also, by the time you hit the revenge macro, you most likely have dodged something and activated your revenge.
The only downside to this macro setup is that if you hit either of these macros during a gcd and while the weapon in the macro is not equipped, you waste a cooldown on equipping your weapon. Similarly, if you don't have an open slot in your bags, your 2-hander will not equip because there will be no place to put your shield.

I find this talent to be useful in single-target tanking too. If you can squeeze in a single rend somewhere near the beginning of the battle and then hit thunder clap whenever it comes up it will refresh the duration of rend as long as there's any duration remaining, theoretically keeping a rend on the boss for the entire fight. Not only will it gives you additional damage, it'll also be increasing your threat with no additional time or effort spent after the initial rend.
I like to pull a group with a rend->Thunderclap combo, though often groups won't give me the 1.5 seconds required to get that off when they're concentrating on nothing but thier DPS meter.
On a side note, DPSers suck.

My general fighting style is:
Charge
Rend
Deadly Throw (targeting something in range, but not pulled)
Shoot/Throw (targeting something else in range, but not pulled via body or DT)
Thunderclap
Sunder macro/Devastate
Reapply TC as needed
Yeah, I get hit while I'm flinging/firing at others, but that's what a healer is for...right?

Befor 4.3, Rend is applied(refreshed) whether Thunder Clap hits or not.
In 4.3, Rend is applied(refreshed) when Thunder Clap hits. If Thunder Clap didn't hit, Rend isn't applied(refreshed).
