I was wondering if this seal affected rogues from using sprint. If not, it would be really usefull for pvp other than stopping the fear effect.

The current effect intended in Cataclysm on WoWHead as of today states that each attack while Seal of Justice is active will limit the target's movement speed (the old Judgement of Justice's effect), and also cause Holy damage. Judging this seal will simply cause additional Holy Damage. SoC is being removed so this will be the go-to Seal of PvP Ret.

...except any movement slowing effects which ...don't "count" as

Semantics aside, ret paladins need a way to get in range to use their abilities or pvp gets a little fubar'd. But they could actually mention something about this in the various tooltips.
Kinda the same thing as the old Lifebloom heals when dispelled - except when it's "removed" by DK Plague Strike which didn't (doesn't? - sorry, I haven't played in a while) "count" as a "dispell."
Regarding people learning and you laughing - after so many years of shifting out of roots and snares and not meeting many ret paladins it becomes a bit of a reflex action to shift when you start getting slowed debuffs. Half the time you can't even tell which one of fifteen enemies put what slowing debuff on you.
Here's a laugh:

That might actually be an accurate tooltip! Yay me!

Unlike Seal of Truth, using Justice causes Exorcism and Judgement to not proc Seals of Command.
The Slowing effect only applies on Melee, CS, TV, and ShoR hits-- It does not apply on Judgements.

I'm not totally understanding the affect here. Does this affect +runspeed talents? Or does this only affect the +runspeed boots enchant? Cuz if all this is doing is negating the runspeed enchant then this is just broken as hell.
I'm using it in battlegrounds, but it feels like nothing is happening while an enemy has the debuff. I would rather just stick with Seal of Righteousness and global non-resilience targets, and Seal of Truth for resilience targets. What is this supposed to do, prevent me from being kited? The frost mages and sub rogues are still giggling and

I believe that the +67% chance to stun increases the base chance to stun by 67% of its original value. If the base chance to stun is 10% without the talent, it will be 16.7% with the talent.

I've been looking into what other players had to say about the mechanics and the effects of deminsihing returns (resuting in the target becoming immune after three hits and reducing the stun time to 50% and then 25%), and yeah, they suck, but supposedly after a 15 sec countdown from the first stun, the target is no longer immune, and is reset to 50% effectiveness (u have to wait a full minute to regain full use of the stun). As for the proc rate, it is also proc per minute, so the "proc per swing" ratio for SoJ increases if u use a slower weapon, just like SoC.

as far as i been in instances (lvl 40 atm :P..) it is best party saver spell.. just judge it on mob and he will not flee! it helps like hell in SM where is not much space, lots of mobs.

make a macro where seal command and judgement is instantly cast together (in that order)
then cast seal of justice. when it procs, quickly cast the macro.

The judgement stops the mob from fleeing, or as a few have said make them immune to fear (some mobs flee when low on hp coz they are scared =P)....has nothing to do with restricting movement, the mob just keeps fighting til its dead.

The limit to 100% speed effect is only at rank 2. In pvp at rank 1, all it will do is make that person own your teams locks if he survives.

Seal of Justice has 5 PPM (Procs Per Minute).
To calculate the odds of the Justice Stun for each event divide your base melee speed by 12.
It does not seem to have an internal cooldown, so it is possible to overlap the stuns.
It can proc from spells and melee abilities or (melee) special effects such as Crusader Strike and Vindication.
Seal of Justice stun is on separate Diminishing Return category (random stuns). Each time after the stun expire server start a timer of 15-20 seconds; during which each further application of the stuns from the same category would be 50% shorter than a previous one; completely immune after the 3rd one.
Extremely useful in PvP. Even if the seal has 50% less duration than warrior Mace stun, it has multiple times it's chance to proc. Can use it to shut down the casters. Together with 2-handed weapon (3.6+) AND Vindication (3PPM) you will enjoy up to 42.6%+ net chance to stun per hit/abillity and can easily follow it with a full duration Hammer of Justice.
In Classic and tBC classic official servers it is possible to perform a twist with this seal together with Seal of Command to have both seal effects for the same short (0.5 seconds) time. It will allow the seal either be used it in tandem with melee swing to increase the odds of the stun and the damage involved to maybe completely stunlock your oppenned with follow-up actions OR together with Judgement of Command (Vindication proc) which will grant you pretty small chance to stun your target within Judgement range which is unreliable but possible.

I've learned to love this vs humanoids (Murlocs, etc.)
Seal of judgement, I keep as long as possible for the stuns (Works great vs casters) and when they are running low on health, judge, so they won't run away.
Definitely worth the relative loss of dps.
