You have to do an event with the Shandy Glossgleam to get the tabard, it's really easy though just do some laundry. If you happen to come up to him while someone else is doing the event, just wait for them to finish because you can still loot the bag of clean laundry. (That's what I did)

Second Floor (Balcony to be exact) of "The Threads of Fate" Tailing Store. Location: It's next to the toy store in Dalaran across from The Violet Citadel. In fact if you were standing on top of The Violet Citadel steps, you could see the top of this gnomes head across the street on the balcony.

I will not spoil the quest he offers, but it will seem familiar to you if you ever been to Sholazar Basin ;)

On PTR people are fighting over this objective.. waiting in line trying to be first to click the poor gnome. I was writing the above while I waited. Once the "item" drops that you need, anyone can loot it!

Alliance Characters:

Entrance to 'The Threads of Fate', the store U need to be, is at:
43,50, Dalaran.
Go to the second floor and run to the balcony.
The gnome U need to talk to will be on the left, next to a bucket of water.
When U talk to him, U will have to do a little 'mission'.
On the other side of the balcony there are 3 sparkling boxes.

- A box with a shirt on it
- A box with a pants on it
- A box with 'unmentionables' on it (Don't worry about what it is.)

Keep an eye on your text and read what he says. U have to 'add' some of those cloth to the bucket by clicking on it. I had to 'click' 7 boxes in order to get my mini mission completed. It's very easy, just read what U have to add/click.

Afterwards click the large brown sack next to the water bucket and U'll have the quest item: Borrowed Tabard.

Tada! :)

When U have the Tabard, bring it back to Arcanist Tybalin, 40, 58, Dalaran. Chamber near the Emblem Quartermasters.

Easy quest by all means, unless the server likes to lag and not throw laundry in on time. A valuabe item for the quest that isn't talked about here is the "Water Bucket". He asked me this the first time to fill up the washer because the water was running low. Since I was given the idea that there are only three items ("The Shirt / The Pants / The Unmentionables"), I had no idea where it was located. After the quest failure, I found the location of the "Water Bucket", and it is left of "The Shirt" (that'd if you are looking straight at the gnome), sitting on top of a crate. So to recap the items and locations:

~ The Shirt : Left of Pants (Right of the Water Bucket)
~ The Pants : Middle (Between Shirt & Pants)
~ The Unmentionables : Far Right
~ **Water Bucket** : Left of the shirt on a crate.

If you are having a problem with the location:

~ Open the minimap of Dalaran
~ Look at the center of the city (Where the fountain is located)
~ You will see the 4 way street leading to the water fountain
~ There is a building North, East, South, and West
~ It is the "WEST" building
*If you are a Mage, it is the building where you buy tier gear with
~ Fallow the stairs that are on the right leading upwards after you have entered the building
~ The balcony is to the left after you reach the top of thr stair
~ The gnome is to the left once you reach the belcony
~ Talk to him to start the washing

[Getting you inside the Sunreaver's Sanctuary will be tougher than it appears. Only those who possess Sunreaver tabards are permitted entry to sanctuary. If we can get our hands on one, a simple enchantment will do the rest of the work.

On the balcony above Threads of Fate, you'll find Shandy Glossgleam. I've helped him a few times in the past, so he owes me a favor. He handles laundry for a wide variety of people in the city. Maybe he can find a way to 'lend' you a tabard for a while.]
