I completed Naxarax's Gambit, but the quest giver still wouldn't talk to me. I gathered all of the quests that were available in the area and after completing them, the quest giver finally gave me this quest.

In case anyone else is looking for this, especially if you are higher level and questing for Gilneas rep — you do have to do the Nature and Nurture and Wanted: The Demon Hunter quest lines as a prerequisite. But, if you do them and the quest still doesn't appear, check that you haven't already picked up a quest from Denmother Ulrica in Talonbranch Glade. If you have, abandon it and the denmother quest should appear.
