Whoops, I put my comment on the wrong page. In an effort to be relevant:
The Budd that we're stealing gunpowder from, is definitely the same Budd that jumped off of the ship you were on, and appears to be the same crazy Budd from Grizzly Hills, and earlier, ZA. He may not be sane, but he is well-traveled.

Weird... after turning in this quest, I got the error message: "You can't do that while mounted". I was on my flying mount at the time I turned the quest in. Does something happen after turning in the quest that I missed out on?

As soon as you exit the cave go directly south over the ridge at the cave's mouth and you'll see the camp.

Someone looted the keg immediately as I arrived and when it respawned, I was unable to interact with it. Abandoning the quest and reaccepting allowed me to loot it.

In order to get you must complete before accepting.
and are NOT needed to take and followups, however that would make you unable to get.
Lady La-La's Necklace have 0% drop chance before done and 100% after, however anyone can share you this quest as long as you are 80+lvl.
Anyone can take and do it's followups as long as they are 80+lvl. Quests above are NOT needed for it.

Around this time, kill Gilblin Collectors and hope
Lady La-La's necklace drops for Lady La-La's Medallion. There are conflicting reports of what quests are needed for the item to drop.
This is also a good time to kill Gilblingle for waterlogged journal which starts Blackfin's Booty.

[Mack's still out of it, and I fear we may lose him if I can't get this fire started. With the wood being soaked, we'll need something special to get it going.

There's an abandoned camp nearby with a barrel of explosives in it. There's no way I can recover it on my own.
